China's real estate industry has gone through a period of rapid development in the past decades years.Profits have been more reasonable and the competition is increasingly fierce,which has brought unprecedented pressure to real estate enterprises.Especially in recent years,the real estate business capital chain has been deeply affected by the national macro-control policy.This prompted the real estate development enterprises to carry out meticulous management.Cost control,as an important part of real estate enterprise management,has become the core source of benefit for each enterprise.Practice shows that cost control in design period is the critical stage of cost control in the whole development process,and the impact of the overall cost can be up to 75% or more.Therefore,the design phase of cost control has been paid more and more attention by the real estate business community,and has also aroused many scholars' in-depth research.Under the background of this research,this paper thoroughly studied how to carry out the cost control problem in the design stage of the real estate development project,aiming at providing the theoretical basis and practical application reference example for the cost control of the real estate development enterprises.This paper mainly carried out the following research work: First,we selected WG hotel as an analysis project and determined 13 function indexes according to the principle of "economy,application,safety and beauty",then analyzed the composition and characteristics of every index,and used value engineering as evaluation method,which provides a preliminary basis for cost control in subsequent design stage.Second,based on the analysis of the characteristics of the project design scheme,the value engineering is used to calculate and analyze the value coefficient of each index affecting the project,then we integrated the relevant data evaluation standard to obtain the evaluation standard of this paper: the value coefficient needs to be within the range of 0.9 to 1.3.Third,we proposed improvement measures for the impact index whose value coefficient does not fall within the range of 0.9 to 1.3: The influence index with value coefficient greater than 1.3 has the problem of excessive function.Corresponding improvement measures are given.The influence index with value coefficient less than 0.9 may have the problem of high cost or low function.According to the characteristics of the indicators,the corresponding cost improvement measures or cost function improvement measures are given.According to the improvement measures,the value coefficient table of the impact indicators is given again to verify the rationality of the improvement measures.The results of this paper can play a key role in the cost control of the real estate development project design stage.By adjusting the material selection and input of the influential indicators in the design scheme,the quality of the scheme can be guaranteed and the cost control can be achieved.
