Under the background of China's economic growth and the gradual improvement of the social management system,people's living standards and life needs are increasing.And the government is inevitable for complex and diverse public demand.The Public-Private Partnership(PPP)is an institutional innovation in the field of modern infrastructure construction and public service provision.It is essentially the life-cycle contractual partnership established between government and social capital for the provision of public goods.Since 2014,the PPP has developed rapidly in China,but it also has some problems such as low participation of social capital,and unstable project implementation.Under the conditions of market economy,PPP is not only an organizational model used for infrastructure construction,but also a variety of ways in which the public and private sectors interact.Therefore,how to achieve effective cooperation between government and social capital and promote PPP normative development have become an important issue.In terms of long-term cooperation,high level of uncertainty and risk,PPP contract is a typical incomplete contract.The nature of incomplete contract makes the PPP contract rely on the establishment and maintenance of the relationship between the two partners.The implementation stability and social effect of PPP not only reflect the partnership between the two partners,but also the result of their relationship quality.The article takes the relationship between government and social capital as the research object,focuses on the trust between government and social capital,analyses the way in which trust is presented,and further explores the influence of trust on the formation of partnership between government and social capital.First of all,the article uses literature analysis to comb related literatures at home and abroad in order to build the theoretical basis of the research.Secondly,according to the incomplete contract theory,the incompleteness of the PPP contract is explained.Under the framework of relational contract theory,this article studies the influence of trust on the formation of partnership between government and social capital,and divides trust into four aspects: political trust,regional trust,empirical trust and demonstration trust.From long-term cooperation,self-enforcing and open terms,the article builds an analytical framework for the influence of trust on the formation of partnership between government and social capital and proposes the research hypothesis.Thirdly,the basic data sets are collected by PPP integrated information platform,and use multi-level model to process the collected data.The research results show that the demonstration trust significantly positively affects long-term cooperation;political trust and empirical trust significantly positively affect self-enforcing,and regional trust significantly negatively affects self-enforcing;empirical trust and demonstration trust significantly positively affect open terms.Finally,based on the above research,the suggestions for establishing partnership between government and social capital are proposed from the empirical research.
