Research On Cooperation Mechanism In Public Construction Projects Based On Relational Contract

Public projects are an important national security and measures for the government,which can provide public services and improve the quality of life. And public projects whichinvolved large-scale infrastructure construction are often difficult and complex, projectparticipants prone to controversy, contradiction, thus affecting projects investment control,schedule control and other key factors.The thesis aims to analyze conflicts between the participants, to analyze the role andlimitations of formal contract signed by the participants during the construction project. First,admit investment, schedule, quality and other goals need to be stipulated by contract terms.But at same time, because of the bounded rationality, the execution of a formal contract hassome kinds of difficulty, the communication between the related the participants are tooscattered, effective coordination is difficult to form, resulting in rigid relationship between theparticipants. So start from improving contractual relationship and turning confrontation intocooperation between the participants, study to improve contract enforcement procedures andmethods to achieve the ultimate goal.Focusing on the characteristics of public projects, firstly, the thesis theoretically analyzedthe dominant position and its shortcomings of the formal contract in the projectimplementation process, propose the auxiliary and complementary role of relational contractto formal contract, combined with the analysis of existing project cooperation model, proposethe idea of building construction cooperation mechanisms using relational contract theory.Secondly, combinations of the above theoretical analysis, propose building the basic process of construction cooperation mechanisms with the assist of the relational contract, and considerthat the premise of the success of cooperation mechanism is project participants should have abasic attitude of cooperation, thus, we need the selection mechanism of participants. Thirdly,analyze the feature, content, and other aspects of the difference between formal contract andcooperation agreement, build the basic framework of cooperation agreements, determinecommon goals, communication and coordination methods, approaches and behavioral normsof contractual participants. Fourth, for the key factors of management and maintenance ofcooperative mechanisms, trust, communication and learning mechanisms are analyzed anddiscussed. Finally, the thesis summarizes the research achievements and innovations andpoints out the boundedness and the problems which need to be further studied.
