With the development of economic globalization,China has gradually integrated into the global value chain,and actively undertake the industrial transfer of developed countries,thus promoting the economic development.However,At present,China's high-tech industry is in a disadvantageous position in the global value chain.With the development of China's economy,the advantages of the demographic dividend are gradually fading,and the problems of resources and environment are prominent.The high-tech industry,which is the leading industry,is facing an urgent need for transformation and upgrading.The high-tech industry in Beijing-Tianjin-Hebei region has a special status in the whole country.However,the Beijing-Tianjin-Hebei region,especially Beijing,has abundant resources in science and technology and human resources for the development of high-tech industries,but its production and management are not as good as those in other regions.The development of the Beijing-Tianjin-Hebei region is highly valued by the Party Central Committee.In the new situation,the potential of the Beijing-Tianjin-Hebei region as a high-tech industry is promoting the transformation of China's high-tech industry Occupies an important position.By studying the innovation performance of high-tech industry in Beijing-Tianjin-Hebei,this paper analyzes the relevant factors that affect the improvement of innovation performance and explores the path of innovation so that the innovation of high-tech industry in Beijing-Tianjin-Hebei region will promote the upgrade of China's high-tech industry in global value chain.By constructing a two-stage Cobb-Douglas production function to analyze the impact of technical efficiency and technological inefficiency on innovation performance,Through research and development expenditures and scientific and technological personnel to examine the technical efficiency,and investigates the influence of expenditure for acquisition of foreign technology,expenditure for purchase of domestic technology,expenditure for assimilation of technology,expenditure for technical renovation on innovation performance.Then,based on the cross-phase multiplication.Then analyzes the innovation path of high-tech industry in Beijing-Tianjin-Hebei.And get conclusion that the Beijing-Tianjin-Hebei take independent innovation,external technology promotion and cooperation in innovation between the regions of the multi-innovation development path.Finally,the author summarizes related policy suggestions of Beijing-Tianjin-Hebei industrial innovation to promote the global value chain upgrade and summarize the Insufficient of research.
