At the 19 th National Congress of the Communist Party of China,Xi Jinping pointed out that we must unwaveringly uphold and improve Party leadership and make the Party still stronger.The executive of the Party's leadership is the Party members,so we must improve the political competency of Party members.The improvement of state-owned enterprise employees' political competency depends on the group of professional political cadres.The political cadres are responsible for the ideological and political work within the enterprise,so the competency of political cadres directly affects the quality of corporate political work.Improving the political competence of political cadres not only contributes to the development of political cadres,but also to the improvement of the ideological level of employees throughout the enterprise.This paper first explores the political competency model of political cadres in state-owned enterprises,and then further explores the relationship between political competency and work role performance.First of all,this paper reviews the relevant literature on political cadres,political competency,work role performance,role identity and role overload.Then,we explore the political competency model through behavioral event interview,content analysis and questionnaire survey methods.In the process of establishing the political competency model,we first screen out some options by exploratory factor analysis of small sample questionnaires to obtain the final questionnaire.Then,we use the official test data for exploratory factor analysis and confirmatory factor analysis to successfully construct and validate the political competency model.The force model consists of three dimensions,namely,interpersonal social literacy,knowledge ability and quality cores.Next,we use the established model and mature scales at home and abroad to explore the relationship between political competency and work role performance,as well as the mediating effect of role identity and moderating effect of role overload.Through online and offline methods,272 valid questionnaires were successfully collected,and then we carry out reliability test,validity test,correlation analysis and structural equation modeling to verify the research hypothesis.The results show that interpersonal social literacy is positively related to individual task adaptability,team member proficiency,team member adaptability,team member proactivity and organization member adaptability.Knowledge ability is positively related to individual task proficiency,individual task adaptability,individual task proactivity,team member proactivity and organization member proactivity.Quality cores is positively related to individual task proficiency,team member proficiency,organization member proficiency and organization member proactivity.In addition,role identity plays a mediating role between interpersonal social literacy and individual task adaptability,knowledge ability and individual task proficiency,knowledge ability and individual task adaptability,knowledge ability and individual task proactivity,quality cores and individual task proficiency.The role overload moderates the relationship between interpersonal social literacy and individual task adaptability,knowledge ability and individual task proactivity.This paper uses the empirical data to establish and test the political competency model of state-owned enterprises political cadres,enriching the research in this field and supplementing the current domestic empirical research.At the same time,this paper also promotes the systematic study of role theory by exploring the relationship between political competency and work role performance,as well as the effect of role identity and role overload.This research also has important practical significance,provides new ideas for responding to the national call and improving the political competency of political cadres and state-owned enterprise employees.This paper also provides a new perspective on political competency for improving the work role performance of political cadres.
