Analysis On The Efficiency Of Tibet's Financial Support For Agriculture

With the implementation of the national Rural Revitalization strategy,in order to promote the modernization of agriculture and rural areas,the government has further increased financial investment in rural areas.The efficiency of financial support for agriculture directly affects the long-term development of the agricultural and rural economy.The analysis of the efficiency of financial support for agriculture has always been a key issue of academic concern.At present,the unbalanced development imbalance is the main problem facing China's current social and economic development.Tibet has a vast agricultural and pastoral area and has rich national culture and natural resources.However,due to various reasons,agricultural economic development is relatively backward,and the living standards of farmers and herdsmen It is also generally low.The efficiency of financial support for agriculture has an important impact on the economic development of agriculture and animal husbandry in this region.Therefore,whether the financial support for agriculture is used reasonably and what kind of benefits are produced is a problem we need to study.This paper intends to analyze the efficiency of Tibet's financial support for agriculture,and provide theoretical reference for the study of regional financial support for agriculture.It has important practical significance for improving the efficiency of Tibet's financial support for agriculture and promoting the development of agriculture and animal husbandry.This paper discusses the relevant theories of fiscal support for agriculture in Tibet,and mainly defines and discusses the two concepts of fiscal support and agricultural support,and the academic circles.The classic theory of the efficiency analysis of financial support for agriculture is introduced.Then on the basis of the research on Tibet's fiscal support for agriculture,the paper analyzes and compares the current situation of Tibet's fiscal support for agriculture from the absolute scale and relative scale of financial support for agriculture.The data of per capita disposable income(PCI)and agricultural production value(GFP)of rural residents in Tibet from 1990 to 2017 were selected.Using the unit root test,cointegration test and Granger causality test,the financial support for agriculture was studied.The long-term and short-term effects of expenditure(FSA)on the per capita disposable income and agricultural production of rural residents in Tibet,the results show that the growth of fiscal support for agriculture in Tibet has a significant positive rural per capita disposable income and agricultural production.The impact of the impact,the long-term impact of financial investment in agriculture is greater than the short-term impact.At the same time,we further use the envelope analysis method to establish an input-oriented BBC model,and analyze and discuss the efficiency of Tibet's financial support for agriculture from the aspects of comprehensive(technical)efficiency,pure technical efficiency,scale efficiency and scale compensation.The comprehensive(technical)efficiency of supporting agriculture funds is low,and there is a lot of room for improvement.The average pure technical efficiency is 0.725,which indicates that Tibet has an efficiency loss of 0.275 in the management and use of financial support for agriculture.The current capital investment scale is lower than the optimal scale,and it is in the stage of increasing returns to scale.Finally,based on the results of research and analysis,relevant policy recommendations for improving the efficiency of Tibet's financial support for agriculture are proposed.
