With the development of China’s economy has been in a state of "new normal", forlarge–scale state-owned enterprise which has reached market saturation point graduallybecome infeasible to add profitability by expanding the market share and increasing usergroups, reducing procurement costs has become a preferred choice for many enterprises toexpand its profits. Although it has a good prospect in the traditional industry compared withthe traditional decentralized procurement, centralized procurement has the features of a largenumber of procurement. The amount of the purchase and the strong controllability, which isbeneficial for enterprises to reduce the purchase frequency, decrease the cost of procurement,standardize material procurement criterion, improve the normative and unified the allocationof procurement resources, so the centralized procurement is very popular in large enterpriseapplications. The centralized procurement has brought a great number of advantage topurchase, at the same time, there exists many problems. it will bring a lot of disadvantages tothe procurement target if these problems can not be paid enough attention.This paper takes A company as the research object, A company is the provincialcompany of A group which is a large telecom operators in China, due to the increasingcompetition in the telecommunication industry, which puts forward higher requirements onthe coasts and progress of construction projects within the company, and thus put forwardhigher requirements on the engineering procurement. In the mode of centralized procurementhow to standardize the purchase management and to reduce procurement costs.At the sametime, ensuring the accuracy of centralized procurement of engineering material is a problemthat we have to face and to solve.This thesis is based on the idea of project management, through the carding of thepresent situation of centralized procurement of A company engineering materials, to find outthe risk factors all centralized procurement targets and the impact of these risks, and thenthrough the assessment on the priority degree of importance of project procurement risk andthe the impact of risk factors, based on priority, identification the key analysis and find outthe main risk factors, and then putting forward the measures of risk according to the abilityof enterprises.This thesis includes six chapters. The chapter one of this thesis mainly introduces theresearch background, research significance, research methods. The chapter two is the brief introduce to the theory bases of this paper mainly including related theories such as projectprocurement management, supply chain management and project risk management.Thechapter three is the analysis of the A company procurement risks and effects of these riskfactors. The chapter four is to assess the importance and the influencing factors of these risks.The chapter five according to the allocation of resources to priority of these factorsreasonably to put forward the countermeasures of management to solve the risks of companycentralized procurement of engineering materials in A company. The chapter six is theconclusion of the paper and looking forward to the future.
