Research On Development Of Green Economy Of Henan Province

Since the beginning of the 21 st century,the direction of global economic development has changed from extensive development to green development.This is due to the mismatch between the global resource environment and the quality of development caused by blind pursuit of economic quantitative development.Since China's economy entered the new normal in 2014,the development of green economy has become a new way of adjusting China's economic development model.At the 18 th national congress of the communist party of China(CPC),it was formally proposed to integrate the building of ecological civilization into China's overall layout,and to take fundamental measures to implement the green development of economy.Henan province,located in the middle of China,is an important economic province with the largest population in China.At present,the scale of economic development in Henan Province ranks fifth in China.However,the economic development has also caused excessive consumption of resources and pollution damage of the ecological environment.The economic model of rough development in Henan Province has been unable to adapt to the current mainstream economic environment.Therefore,in order to balance the relationship between resources,environment and economic development,Henan province needs to vigorously develop green economy and promote the green development process.First of all,this paper mainly introduces the concepts and theories of green economy,such as the environmental Kuznets curve(EKC),the theory of sustainable development and the theory of ecological economics.Combined with the characteristics of economic development in Henan Province,the status quo of green economy development in Henan Province is described from four aspects: economic development status,location development status,resource environment status and social development status,and problems in environment and resources are found.Secondly,based on the data of Henan Province from 2001 to 2016,according to the characteristics of economic development in Henan Province and the availability of data in Henan Province,this paper constructs an evaluation index system for green economy development in Henan Province.Among them,Henan Province green development evaluation index includes economic development measure index,resource environment measure index,social development measure index and government support measure index.Four secondary indicators include 30 tertiary indicators.This paper makes an empirical analysis based on entropy weight method.Matlab is used to standardize the raw data,model construction and visual analysis.Through the comprehensive analysis of the evidence,the following conclusions are drawn: First,from 2001 to 2016,the green economy of Henan Province showed a trend of uneven development and unstable development.In 2016,its evaluation score was 1.009,which is the highest score in 16 years.Second,among the four second-level indicators,the score of the resource and environment measure index is the highest,and the score of the economic development measure index is the lowest.Therefore,Henan province needs to adjust the economic development mode to promote the green development of the economic mode.Third,the social development measure index occupies the largest weight,ranking the third overall.Therefore,Henan province needs to strengthen its support for social development.Fourth,the government support measurement index has the lowest weight,but the score has gradually increased,indicating that Henan Province has gradually increased government funds and government construction investment during this period,and strived to promote green development of economic development at the social level.The last,through the analysis of the present situation and empirical results of the green economy development in Henan Province,combining with the problems reflected in it,this paper respectively from the industrial structure transformation,environmental governance input,the green theme publicity and the establishment of accountability mechanism are proposed to meet the green economic development in Henan Province.
