Construction And Evaluation On The Performance Appraisal Indicator System Of Agricultural Technology Extension In Xianyou County

Agricultural technology extension is an important factor in shaking off poverty in alleviating poverty,promoting industrial prosperity and realizing rural revitalization.However,during the process of technology extension,many problems and shortcomings still exist.Identifying problems and getting corresponding improvement measures are of great significance to improve the agricultural technology extension reform and realize the well-off society in an all-round way.Therefore,it is necessary to establish a scientific and objective performance evaluation system for agricultural technology extension activities,supervising and managing all links of agricultural technology extension,and for improving the efficiency of agricultural extension and promoting the sound development of extension work.In addition,scientific and reasonable performance evaluation can not only stabilize the extension system structure,but also provide the most authentic behavioral basis for the reform,guide the correct direction of reform as a whole,and ensure that the extension of agricultural technology is carried out in a more orderly and efficient manner.Based on the overall reviews on the performance appraisal of agricultural technology extension,the key performance indicators(KPI)and theBalanced Scorecard theory were selected to study the situation of agricultural technology extension in Xianyou County in 2017,and to construct a system that includes four first-level and 16 second-level indicators,the first-level indicators including extension ability,extension efficiency,extension satisfaction,extension innovativeness and sustainability,some indicators with the local characteristics of Xianyou County were selected,such as the development momentum and yield growth of Wendan grapefruit in Du Wei.Furthermore,the Analytic Hierarchy Process was conducted to set the weight of the index system by the Yaahp software.After empirical analysis,the total score of performance appraisal about agricultural technology extension in Xianyou County is 87.195,which shows that the overall situation of agricultural technology extension in Xianyou County is good.On the other hand,some indicators are not ideal.For instance,in the aspect of extension ability,the problems are prominent in management system,personnel evaluation system,personnel on-the-job situation and the proportion of senior talents,which are all in the scoring options of C and below.In the aspect of extension benefits,land use rate is particularly low.Thus,the following are recommended:1.Management mechanism and system at all levels to improve the overall operational efficiency;2.Improve the construction of grass-roots agricultural technology promotion team,promote the rationalization of personnel structure at alllevels;3.Innovative Personnel Title Assessment Policy,fully mobilize the enthusiasm of staff at all levels;4.Improve the status of abandoned middle and low-yielding farmland and increase its overall utilization rate,in order to make Xianyou County agricultural technology extension work to a higher level in the future.
