| As a social issue,poverty has always been valued by the Chinese government.Since the founding of the country,China’s poverty alleviation work has continued to follow the footsteps of economic and social development: from development-oriented poverty alleviation to comprehensive poverty alleviation,from comprehensive poverty alleviation to “one body two wings” driving poverty alleviation Decades of poverty alleviation have achieved great success.However,with the continuous development of China’s economy,politics and culture,the previous concept of extensive relief-based poverty alleviation has not been applied to China’s poverty alleviation requirements.Therefore,in 2013,President Xi Jinping first proposed the strategic thinking of precision poverty alleviation,and then held in 2015.The Poverty Reduction and Development High-Level Forum pointed out that the most difficult task is to let the poor get rid of poverty in 2020 and achieve poverty.This requires us to do a good job of poverty alleviation and precision poverty alleviation in the past five years,and to improve the efficiency of poverty alleviation because of people’s local policies.Since the implementation of the Poverty Alleviation Policy,great progress hasbeen made in tackling poverty alleviation.The number of rural poor in the country has decreased from 98.99 million to 30.46 million,with an average annual decrease of 13.7 million.The incidence of poverty has decreased from 10.2% in 2012 to 3.1%in 2017.In the past five years,the cumulative decline was 7.4%.However,China’s rural areas are vast and the natural environment is poor.Poverty-stricken areas are mainly concentrated in old,small,border and poor areas.Inner Mongolia,as a minority area and border area,has become the top priority of poverty alleviation.This paper will use 3 towns and towns in L County of Inner Mongolia as the survey area,through the research methods of field research,using literature research method,field investigation method,interview method and other methods to analyze the problems existing in the precise poverty alleviation work,and analyze the causes,and finally promote Countermeasures for the accurate poverty alleviation work in rural areas of Inner Mongolia.The article is divided into six parts: The first part is the introduction part.Firstly,it introduces the background and research significance of this paper,the research status and research content and methods at home and abroad;then the concept definition and theoretical basis.The second part introduces the situation of the field research including questionnaire survey and interviews.Secondly,it introduces the basic situation of 3 towns and towns in L County.Finally,it summarizes the current situation and effectiveness of precision poverty alleviation.The third part expounds the problems existing in the actual process of precision poverty alleviation in 3 towns and towns in L County,including the fact that the content of the precise poverty alleviation policy has not been perfected,the poverty alleviation process needs to be standardized,the poverty alleviation subject and object participation is low,and the lack of a good policy environment.The fourth part analyzes the causes of the problems in the precision poverty alleviation work,including the rural labor migration,the lack of poverty alleviation policy system,the expansion of poverty alleviation costs,and the backward thinking of poor households.The fifth part is thesuggestions and countermeasures to improve the practice of accurate poverty alleviation in rural areas of Inner Mongolia.Mainly from the aspects of promoting the overall development of poverty-stricken areas,improving the content of precise poverty alleviation policies,integrating social resources,and motivating the host and the object of poverty alleviation,aiming at breaking the predicament of poverty alleviation work and promoting the precise poverty alleviation work in rural areas of Inner Mongolia in a good direction development of.The sixth part is the conclusion,which mainly describes the conclusions and shortcomings of this paper. |
