China is a populous country with more than 900 million peasants.Land problem has always been a difficult problem that restricts peasants' income,rural stability and agricultural development.As the spatial carrier and the most basic means of production on which peasants depend,land has dual connotations of resources and assets.How to ensure the optimal allocation of land resources and realize the maximum benefit of land value requires us to constantly explore the answers in practice.With the continuous advancement of urbanization and industrialization,a large number of rural laborers are transferring to cities.On the one hand,a large number of rural land is left unused and abandoned.On the other hand,the value of land can not meet the needs of farmers to improve their lives.On the other hand,the traditional small-scale agricultural economy is difficult to form the scale effect and the institutional restriction of land transfer,which makes the existing land system gradually show inadaptable.With the development of modern agriculture and the shortcomings of protecting farmers' interests,there is an urgent need to play a regulatory role of the market,rationally allocate land resources and innovate the rural land system.As the basis and core of the rural system,the optimization of rural land system is not only the premise to effectively solve the "three rural" problems,but also the key to further promote the new urbanization,which directly affects the intensive use of rural land and the vital interests of farmers.Through consulting various kinds of literature,this paper understands the relevant background and research results of rural land joint-stock system at home andabroad,mainly from the perspective of institutional change theory,taking Pengshou Village,Zhaoqing New District,Guangdong Province as the research object,designs and distributes questionnaires,uses data analysis software SPSS to analyze the first-hand data,and combines with government departments,Village collective economic organizations and villagers three.Through in-depth interviews with Fang and comparative analysis with other rural land joint-stock reform modes in other parts of the country,this paper systematically studies the rural land joint-stock reform in Pengshou Village,Zhaoqing New District.On this basis,through empirical analysis,this paper objectively evaluates the existing problems and causes of the land joint-stock system reform in Pengshou Village,Zhaoqing New District,and compares the typical patterns of the rural land joint-stock system reform in other parts of the country.It points out that the land joint-stock system reform in Pengshou Village,a new district,needs to be optimized and promoted from the aspects of policy propaganda,land operation,improvement of management and social security.Only in this way can we form operable and reproducible advanced experience to guide practice,standardize land circulation and promote the development of new urbanization.
