Research On The Fund Management Of Scientific Research Projects Based On Goal-oriented

With the increase of investment in scientific research,China has become a big country in science and technology in the world,but there is a huge contrast with it: the world-class scientific research results and first-class scientific masters are few.It shows that our scientific research input has not reached the desired results.At the same time,there are two different phenomena in the management of scientific research funds.On the one hand,we need to strengthen control,strict management and prevent the risk of scientific research fund management.On the other hand,the voice of scientific research personnel and scientific and technological departments for scientific research loosening and releasing the vitality of scientific research personnel on the other hand.This contradictory phenomenon shows that it is impossible to get rid of this strange circle only from the scientific research fund management itself to control the risk of scientific research funds.It is the only way to jump out of the limitations of the management of scientific research funds and find a new way to find a solution.Based on the actual situation of the management of scientific research funds in China,this paper probes into the existing problems and analyzes the causes.The author believes that in order to improve the efficiency of the use of scientific research funds and prevent the risk of fraud in the management of scientific research funds,we must focus on the complete system of scientific research management,with the aim as the guidance,the use of system theory,the integration of capital management and scientific research management,and the construction of a target oriented scientific research fund management system and the strengthening of scientific research.In order to achieve the goal of scientific research achievement,in order to achieve the goal of scientific research achievement,in accordance with the basic financial norms,strict project acceptance,and the application of evaluation incentive mechanism to mobilize the enthusiasm of scientific research personnel,so as to achieve the simplification of process management,emancipate scientific research personnel,improve the efficiency of scientific research funds,and ultimately promote the development of science and technology.
