Under the normal new economy,the process of urbanization is accelerating,and the demand of social development for infrastructure construction is increasing.Therefore,the demand for capital for infrastructure construction is also increasing,How to effectively reduce the financial pressure caused by infrastructure construction on all levels of government departments has become a hot topic of current research.Hot topics.Under this background,PPP-based infrastructure construction projects emerged as the times require,which widened the sources of construction funds,rationally utilized idle social funds,increased the use value of funds,solved practical problems,and realized the unity of interests of social funds,government and public projects.However,in this process,the operation mode of PPP project in China is not mature enough and management experience is insufficient,so it needs to be improved.Especially in the risk management of PPP project,the corresponding management system,management methods and management system need to be strengthened.Only by ensuring the high quality and efficiency of risk management of PPP project,can the project be realized.Maximize the benefits of the project.This paper takes Weng'an-Machangping Railway Project as an example to study the risk management and control of local government infrastructure PPP project.Through this study,the theory of infrastructure construction,PPP project management and risk management and control are integrated and analyzed.On the basis of the original theory,it is expanded and extended to form a targeted theoretical system to guide the actual operation of PPP projects.It also studies the feasibility,risk factors and evaluation indexes of PPP model in infrastructure projects in China,identifies and evaluates the project risks,effectively controls the project,promotes the development of the project and protects the interests of all parties.There are three key problems to be solved in the research process.How to objectively and comprehensively identify the risks of local government infrastructure PPP projects,how to accurately evaluate the risks,and how to effectively control the risks of local government infrastructure PPP projects.The research contents are as follows Firstly the research background,research status and research methods at home and abroad are explored in depth to form the research foundation,guide the follow-up research,and effectively apply the research methods and results at home and abroad.Then,the PPP model,project construction theory and risk management theory are studied in order to complete practical work under the guidance of theory and enhance the effective combination of theory and practice.Next,for Weng'an to Machangping PPP project investigation and research,understand the actual situation of the project,identify the risk of the project,and evaluate.Finally,the paper puts forward the management and control strategy for the project risk,in order to ensure the smooth development of the project.The results show that there are many problems in the development of PPP projectsin China,such as huge quantity and poor quality,but the development potential is strong,especially for the transportation industry.In the actual work process,there are some problems,such as insufficient attraction of funds?imperfect project audit mechanism?loopholes in the actual operation and management?unbalanced division of powers and responsibilities,and so on.The risk control of PPP project is a long-term work,which needs to pay attention to the whole process control.The government,relevant departments of the state and enterprises should all participate in it to improve relevant laws and regulations and expand financing channels.The Guizhou Province has rich experience in PPP project construction,and The financing modes of BOT+EPC+government subsidy and share-holding system are worthy of reference and promotion.
