Evaluating The Investment Efficiency Of Logistics Park Of City L Based On DEA

Logistics Park is a product created in the development of modern logistics.As an important node in urban logistics system,Logistics Park could push social and economic development enormously.Efficiency evaluation of logistics park investment is an important content in the programming of Logistics Park.The investment of a Logistics Park is a long-term dynamic issue with many inputs and many outputs.The inputs in constructing a logistics park involve aspects of land area,fund and human resources etc.,which requires the analysis from the perspective of a system considering various input indexes comprehensively in evaluating planning projects of logistics park construction.On the output side,the indexes of freight handling level,operating incomes and created employment etc.In order to evaluate the efficiency of logistics park investment,DEA method is selected because it is a practical analysis method that enables evaluating system efficiency for an input-output system.Firstly,society and economic background of city L,logistics development situation and the needs analysis of constructing a logistics park in city L,logistics park function and its general layout programming are presented.Then,a model evaluating investment efficiency of planning projects of logistics park construction in city L based on Data Envelopment Analysis(DEA)with factor analysis is illustrated.This paper chooses 6 input indexes as well as 6 output indexes to establish the indicators system of the evaluation,and the factor analysis is taken to combine the indicators system to meet the demand of DEA.With this evaluating indexes system,11 improved planning investment projects are designed on the basis of the initial investment scheme relating to logistics park of city L.With the consideration of the indicators choosing rules of DEA,the factor analysis is taken to simplify the original index system.After that,the investment efficiency evaluation is taken with DEA to propose the improved direction of each plan as well as the measures to improve the effectiveness.Finally,some measures and suggestions about improving investment efficiency of the logistics park in city L are put forward from the aspects of Financing channels,the incomes and the operating efficiency of the bases,which provides a reference basis for investment planning logistics base.
