Research On Evaluation For Conversion Efficiency In The Knowledge Of R&D Based On Data Envelopment Analysis

This paper concentrated on R&D knowledge and established an index system to evaluate its conversion efficiency, in which the panel data of ten years from 2002 to 2011 are selected and thirty districts in China(despite Hong Kong, Macao and Tibet) are divided into five regions depending on economic development degree newly announced in 2014. Then a static analysis on conversion efficiency of R&D knowledge was made from the region dimension via BCC-DEA method, CCR-DEA method and Super-efficiency method, while a dynamic research was carried in the double dimensions of region and time by utilization of the Malmquist-DEA method.This paper analized the conversion efficiency of R&D knowledge in the year 2011 as well as the period from 2002 to 2011. Based on the results, conversion situations of R&D knowledge in different regions are analyzed and the ranking of average value of conversion efficiency is obtained.This paper chose the input and output data of R&D knowledge from 2002 to 2011 as the panel data,the data covered widely not only from the time dimension but also from the rigion dimension.Refering to the situation of knowledge and R&D,R&D of knowledge was chosen to be the subject investigated and selecte d several inputs and outputs to build the index system reasonably.To analyze the conversion efficiency of the knowledge of R&D better, a static analysis was made from the region dimension via BCC-DEA method, while a dynamic research was carried in the double dimensions of region and time by utilization of the Malmquist-DEA method,what's more,the analysis of a single year(2011)and ten years were taken to be possible in the process which made the analysis much more reasonable.As another creativity, the paper divided all the thirty regions into five districts which related to the economic development closely, through this can we get more useful information about the conversion efficiency of the knowledge of R&D just from another aspect.A better analyzing of the conversion efficiency of the knowledge of R&D from the year 2002 to 2011 is achieved properly and reasonably based on DEA,which makes a good contribution to the developing of knowledge and knowledge management.
