The Research On Risk Prevention Of Liaoning Government And Social Capital Cooperation Project

Since the Ministry of finance actively promoted the PPP model in 2013,the national economic situation is good,and it is developing in a more stable direction.PPP model make social capital increased investment activity,effectively change the government "supporting" economic construction pattern,reduce the central and local government debt pressure,improve the overall national supply capacity,adapt the development needs of Chinese.The advantage of PPP model is more obvious than that of traditional development mode,It is an indisputable fact that PPP mode replaces the traditional government investment in public services.With the continuous improvement and development of PPP mode,the number of PPP projects continue to increase,the world will use the PPP project as an effective approach to economic development,Chinese want to be in a dominant position in the economic tide must enrich and perfect the theory of PPP project,improve the quality of the pilot project PPP,focus on risk prevention.The successful development experience of PPP project in developed countries represented by the United States shows that the risk prevention should be placed in the first place in order to improve the development level of PPP projects.The further development of Liaoning PPP project needs deep integration into the risk prevention process,give full play to the risk prevention initiative of the Liaoning PPP project,to create a new form of project financing,enhance the ability to prevent the risk of PPP project,promote the transformation and upgrading the traditional project,to upgrade the Liaoning PPP project quality and reduce the project risk level is of great significance.Therefore,how to carry out risk prevention is the most important issue in the healthy development of Liaoning PPP project.In view of this,this paper mainly takes the risk prevention of Liaoning PPP project as the research object.First,elaborated the PPP project,PPP project risk prevention theory and principal-agent theory;Then,Based on the general situation of Liaoning PPP project development,the present situation and problems of risk prevention are analyzed;Then,according to the risk prevention process established in Liaoning PPP project risk prevention mechanism,Using the method of literature review and factor analysis to identify the risk,Using AHP and fuzzy mathematics evaluation to establish the risk evaluation model,the risk sharing model is shared by AHP chromatography analysis and grey multi situation decision making,concrete measures are put forward according to the result of risk sharing.Finally,four suggestions are put forward in order to guarantee the normal operation of the risk prevention mechanism in Liaoning.
