In recent years,the environment of China's express delivery market has become increasingly fierce.The postal express delivery(EMS),as the strongest state-owned express delivery service enterprise among national brands,are facing many challenges from other parties.The nature of state-owned enterprises determine that postal delivery must have dual functions.Nowadays,the environment of China's express delivery logistics market is becoming more and more fierce.Postal express delivery,One of the state-owned enterprises,has been constantly developing in the reform of the times.After many restructurings,the modern enterprise system has been established,and it has gone through market monopoly to free competition.There are such many difficulties in management that it cannot adapt the changes of market demand quickly.How to improve the market share of state-owned postal express delivery(EMS)in the competitive tide and to be in an invincible position,it is necessary to analyze and design the employees performance appraisal system.On this basis,we can continuously improve the internal management level of state-owned enterprises.Advancing with the times and constantly innovating in theory is not only the realistic need to vertically promote the reform and development of state-owned enterprises,but also the only way to deepen the reform,transformation and development of state-owned enterprises.The new development concept is to fully solve the difficult and hot issues in the process of deepening reform,transformation and development,and tackling difficulties for state-owned enterprises,and to promote the healthy and orderly development of “new express delivery”.It is also a state-owned enterprise that insists on problem-oriented and maintains strategic strength.,and integrates the "new courier" ideas into more scientific,more rigorous and more effective conditions.Based on the theory and method of performance appraisal,this paper takes EMS as an example to analyze the current performance appraisal system of state-owned courier employees in H city.According to the characteristics of state-owned courier employees in H city,this paper comprehensively analyzes the performance of H-state state-owned courier employees.In the assessment work,the problems existing in the performance appraisal system of the state-owned courier staff in H City are found out,and the reasons for this analysis are analyzed.The analytic hierarchy process is usedto study the three aspects of regional operation,project management and order management of state-owned courier in H city.A plurality of indicators are set to determine the weights of the indicators,and the evaluation results obtained by the analytic hierarchy process are used to feedback the results of the operation assessment.By designing the performance appraisal system of postal delivery staff,the core competitiveness of the state-owned enterprise can be enhanced.The research in this paper can not only improve the performance appraisal system of H-mail postal delivery staff,improve market competitiveness and achieve strategic goals,but also have reference value for other state-owned enterprises of the same type.
