An Exploration Of The Approach To Targeted Poverty Alleviation In Ethnic Minority Areas Through Rural Community Tourism

A so called “hematopoietic way to alleviate poverty”,targeted poverty alleviation through tourism acts as a good approach to eliminate poverty in ethnic minority areas.This dissertation clarifies the contents and system of current targeted poverty alleviation on the basis of the theoretical research on poverty alleviation through tourism and rural community tourism by domestic and overseas scholars,suggesting that alleviating poverty through rural community tourism be an effective way to achieve the goal of eliminating poverty for ethnic minority areas.The residents of rural communities serve as the subject in this system mentioned above,playing a decisive role in the effect of poverty alleviation.Meanwhile,the implementation of actual operation ought to be a mode of cooperation between the local residents and pro-poor developers.In addition,the role the residents play in division of earning and decision making in the process has great impact on the final effect.Based on the case study of the County of Baiyu,Garze Tibetan Autonomous Prefecture,this dissertation analyzes the issues emerged in the process of poverty alleviation of the county in the framework of targeted poverty alleviation through tourism.It also discusses the current situation of the poverty alleviation efforts of the area,drawing a conclusion that Baiyu is facing a range of challenges despite its remarkable exploitation conditions of the poverty alleviation development.It is a pressing task that how Baiyu can take advantage of the policy as well as the resources and optimize its industrial structure to achieve the goal of building a moderately prosperous society.Finally,this dissertation puts forward a number of countermeasures in line with Baiyu’s local conditions,in the hope of booming the tourism development in the local communities and realizing its goal of poverty alleviation,providing guidance and theoretical foundation for the task of poverty alleviation in other similar areas of China.
