The Research On The Application Of PPP Model In Bicycle Sharing Of Shenyang City

The sharing of bicycles has solved the problem of the "last three kilometers" of urban public transport,and has maximized the use of public road pass rates,enriched the daily life of the public,provided convenience for short distances for the public,and greatly reduced the emissions of cars.At the same time,sharing bicycles solves the problems of urban road traffic and urban pollution.It is a green industry that conforms to low-carbon environmental protection and belongs to a social welfare industry that requires long-term investment and long-term management by operators.However,the investment of the industry operators can not return profits quickly,and the cost of vehicle repair,maintenance,and recovery system is high,and long-term liquidity support is needed.The PPP model can effectively ease the government’s financial pressure and has obvious advantages in broadening and improving the source of funds and the efficiency of the use of funds.The PPP model has great advantages in easing the government’s financial pressure,broadening the source of funds,improving the use of investment funds,and optimizing the supply and benefit of public goods.Therefore,in order to ensure the sustainable and healthy development of shared bicycles,the introduction of PPP model is an effective way to solve the problems such as shortage of funds and inadequate legal and regulatory supervision.At first,this paper introduces the research on types、literature and operation mode of bicycle-sharing and PPP mode at home and abroad.Then it describes and analyzes the operating status of bicycle-sharing in city of Shenyang by means of questionnaire survey and data analysis.It analyses the feasibility and risk of PPP model applied to the construction of shared bicycle of Shenyang at great length.Finally,in order to promote the better integration of the PPP model into the urban public bicycle project,this paper proposes five countermeasures: 1.Improve the relevant legal and regulatory system;2.Determine a reasonable business operation model;3.Establish a government and The effective data sharing mechanism of the enterprise;Fourth,strengthen the control of the operational risk of the PPP model;Fifth,it is necessary to increase the research on solving the problems of urban public bicycles.
