The Research On Follow-up Audit Of Z-Express Road Construction Project In The Public-Private Partership Mode

China’s State Council has promoted Public-Private Partnerships(PPP)on a large scale since 2014,in order to guide and standardize the construction of public service projects using the PPP model.,the Ministry of Finance and relevant departments promulgate a series of normative documents.With local governments actively promoting the PPP model for public service project construction,the rapid development of the PPP model has gradually has gradually brought out problems.In 2019,the Ministry of Finance further issued documents to promote the standardized development of PPP projects and strengthen information disclosure,audit supervision and social supervision.The dynamic audit supervision of construction projects by means of tracking audit is conducive to the realization of the requirement of "full coverage" of auditing,and gives full play to the "immune system" function of government auditing.In the context of newly revised Audit Law,the present study is conducted from the perspective of government audit and based on some basic theories including "immune system" theory,Principal-agent Theory,and performance auditing,this thesis examines the problems in the follow-up audit of PPP construction projects through literature research,textual analysis and case study method.Firstly,the present thesis define the concept of PPP construction project and follow-up audit of PPP construction,and then theoretically analyze follow-up audit of PPP construction,including the objective,object,key content,implementation process and method of PPP construction project follow-up audit.Secondly,according to the audit bulletins on PPP construction projects publicized by municipal audit organs in the mainland nationwide collected,the analysis of the audit status quo was conducted through the textual analysis method,which found that(1)the current way of conducting audits has not formed a unified understanding;(2)the problems revealed focus on the supervision and management period;(3)the responsible subject for revealing the problems is single.Thirdly,based on the case analysis of follow-up audit of PPP project of Z express road Construction project,the analysis found that(1)insufficient attention to value dimension in the process of conducting follow-up audit of PPP project of Z express road Construction;(2)lack of timeliness in the audit of the project decision period,(3)no focus on financial and financing risks of the project company,(4)no supervision on the fulfillment of information disclosure responsibilities by the responsible body of the project.Finally,the present thesis summarizes the findings of the study,combines the current situation of auditing PPP construction projects nationwide and the problems found in the case analysis,Targeted four suggestions for improvement:(1)improve the legal system for auditing PPP construction projects;(2)expand the concept and methods of follow-up audit by auditing institutions;(3)optimize the allocation of audit resources;(4)strengthen the supervision of information disclosure.The possible contributions of this thesis are:(1)to enrich the theoretical study of PPP construction project follow-up audit by defining different periods and dimensions of PPP construction project follow-up audit and analyzing the audit focus content of each dimension under different periods;(2)to analyze the current situation by collecting the current nationwide audit announcements of PPP projects made public by municipal audit authorities and the problems found in the practice of case follow-up audit,and to target recommendations for the reference of auditing authorities.
