The Research On The Application Of PPP Model In Urban Public Bicycle Project

In recent years,in order to save road resources,reduce environmental pollution,ease "the public can get around the difficult problems,many parts of the country is carrying out public bike system.In some places and has been completed and put into operation,such as Beijing,Shanghai,Guangzhou,Hangzhou,Ningbo and other.However,the construction of public bicycle project does not have a specific development model,different construction patterns will produce different effects.Therefore,to find a more conducive to the development of the project construction model for the future construction of public bicycle system to provide a useful reference.Public private partnerships(Public-Private-Partnerships),PPP,is the public sector and the non-public sector to provide public products and services and the establishment of a benefit sharing,risk quintal cooperation mechanism.With the traditional public goods providing compared to the PPP model can combine the advantages of the public sector and the non-public sector,an effective solution to the problem existing in the supply of public products and services such as capital,technology,management.From the perspective of the world,PPP model has been widely used in many countries and regions in the field of infrastructure,education,security and other fields,and achieved fruitful results.China from the beginning of the eighties of the last century,many infrastructure projects in the PPP mode and achieved some success,but from the point of view of the country,the application of PPP model in urban public bicycle project has not been universal.Therefore,this paper introduces the PPP model into the construction and operation of the urban public bicycle project,in order to solve the problem of insufficient fund supply,low service quality and so on.So,in this paper introduces the PPP of content,type and the domestic and foreign mature application firstly,then analysis current situation and existing problems of China’s urban public bicycle,then to the PPP using in practice in the construction of urban public bicycle for detailed analysis shows and with more than the City of Yuyao public bicycle project using PPP mode for the construction and operation of the real case,to detail the specific operation and feasibility.Finally,in order to promote the application of PPP model is better in urban public bicycle project,this paper forwards four suggestions : first,Improve the relevant legal protection system of PPP;second,to strengthen double gauge operation between the government and enterprises;third,the implementation of the performance appraisal mechanism;fourth,establish effective information release mechanism.
