| As the public-private partnership mode vigorously promoted in China,PPP consulting has evolved into a major hot spot in the consulting industry,but the PPP consulting service also presents poor service performance and low owner satisfaction in practice.A very important reason is the lack of dynamic capability of consulting enterprises in developing PPP business.This paper takes the consulting enterprises which carry out the PPP business as the research object.From the point of view of dynamic capability,this paper studies the components of the dynamic capability of the consulting enterprises to carry out the PPP business,discusses the relationship between the dynamic capability of the consulting enterprises to carry out the PPP business and the PPP business performance of the consulting enterprises,and puts forward the method of building and cultivating dynamic capability of consulting enterprises to carry out the PPP business according to the analysis result.The suggestions for improving PPP business performance of consulting firms are also proposed.First of all,a survey is made on the present situation of the domestic advisory bodies participating in the PPP consultation,to understand the procurement methods of the PPP advisory body,to survey the status and classification of the consulting enterprises which carry out the PPP business,to collect the national and local governments' policy requirements for PPP advisory service institutions and to induce the main contents of the PPP advisory service.Secondly,through literature review,this paper systematically reviews the related research on dynamic capability,enterprise performance and PPP consulting,focusing on the definition of dynamic capability,the division of dimensions of dynamic capability,the division of dimensions of enterprise performance and the correlation between dynamic capability and enterprise performance.Literature review demonstrates the necessity of this research from different aspects,and provides abundant theoretical basis and support for this research.Then,the paper analyzes the literature on each dimension of the dynamic capability to identify the initial components of the dynamic capability of the consulting enterprises to carry out the PPP business,and constructs the basic theoretical framework of this study.Through interview research,the identified dynamic capability components are modified and supplemented,and finally the set of dynamic capability components is determined.Accordingly,the research hypothesis is put forward and the theoretical model is constructed.Finally,the construction and cultivation mechanism of the dynamic capability of the consulting enterprise to carry out the PPP business is discussed.213 valid questionnaires are taken as samples,the model is verified by the structural equation model.Through case analysis,the applicability and rationality of the theoretical model in practice is demonstrated.The main conclusions of this study include: the dynamic capability of the consulting enterprise to carry out PPP business has six dimensional structure characteristics,including six dimensions of environmental change sensitivity,resource integration capability,reconfiguration capability,organizational flexibility,organizational learning capability and relationship management capability;Organizational flexibility and organizational learning capability are the most important two components of consulting firms' dynamic capability in developing PPP business;The dynamic capability of PPP business in consulting firms play a significant role in promoting financial performance and growth performance of PPP business.By discussing the construction and development mechanism of dynamic capability and the relationship between dynamic capability and performance,this paper puts forward the countermeasures to build and cultivate the dynamic capability of consulting enterprises to carry out the PPP business and improve the performance of PPP business. |
