Research On Execution Of Precision Poverty Alleviation Policy In Yangdi Township Of Yangshou County

In 2015,China began to implement an accurate poverty alleviation strategy.The successful transition from a broad range of precise types of poverty alleviation to poverty reduction has also achieved great results in the work of township poverty alleviation.The township government is one of the most basic members of the political organization in China.It bears the historical burden and responsibility of exploring and practicing policies for poverty alleviation,enhancing the ability of poverty management,and addressing the most immediate and urgent needs of the poor.However,in the process of implementing the targeted poverty alleviation policies in townships and towns,there are still a series of problems such as the unscientific poverty alleviation policies themselves,the policy implementation agencies,the difficulties in identifying,assisting and managing the poor,and the influence of political and cultural environmental factors.The implementation of the government's policies will greatly affect the construction of new rural areas and the sound operation of the rural economy.Therefore,it is very important to actively study and explore how to promote the effective implementation of government public policies.This paper takes yangdi township of yangshuo county as an example,takes the analysis angle of combining theory and practice,through the literature research method,the field interview method,through the Smith policy execution model theory analysis framework.This paper analyzes the current poverty situation and the implementation of poverty alleviation policies in Yangdi Township from four aspects: policy formulation,policy implementing agencies,target groups and policy implementation environment.At present,there are four problems in the implementation of the targeted poverty alleviation policy in Yangdi Township: the unscientific formulation of the policy itself,the weak capacity of the policy implementation agencies,the deviation of the target group's understanding of the poverty alleviation policy,and the obvious environmental disadvantage of the targeted poverty alleviation policy.Through the analysis of the reasons for the problems encountered in the implementation of the targeted poverty alleviation policy in yangdi township,we believe that the problems encountered in the implementation of the targeted povertyalleviation policy should be solved effectively first of all by improving the scientific democratization of policy formulation and the precise investment of policy projects.Secondly,by defining the role of the government,we should promote the participation of various social forces,improve the construction and management assessment mechanism for helping the talents team,and increase the policy propaganda efforts to improve the implementation capacity of the agencies and personnel implementing the targeted poverty alleviation policies.At the same time,various measures have been taken to improve the cultural quality of the poor population,stimulate the subjective initiative of the poor population,and enhance the endogenous poverty alleviation ability of the target groups.And establish an effective financial supervision mechanism and a strong supervision body to create a good policy implementation environment.We will effectively promote poverty alleviation in townships and towns and ensure the effective realization of their poverty alleviation policy goals.
