Research On Agent Construction Management Of M City Government Engineering Projects

At present,the country is the practice of government investment project management mode,the effectiveness of the implementation of the agent construction system of governance "super three" problem is significant,but did not eliminate the "super three" phenomenon fundamentally,even in the process of implementation in some areas is set up and construction agent violates the original intention,on the surface is the rule of man,but the actual implementation of the system is not perfect,not completely have a great relationship.In this paper,adopt the principal-agent theory,property rights theory,transaction costs theory,and take M city government construction projects as an example,to analyze the government project construction model.This paper studies the government's project construction mode,mainly from five parts: the first part is the introduction,to carry out the first is the analysis of the research background,purpose and significance,have a basic understanding of the current research,and then reviews the concept of agent construction system and the relevant theoretical basis,and finally set up the research ideas and research the framework of this;second part of the status of implementation of M city construction mode analysis,mainly from the construction current situation and pattern of center construction and management status of two aspects;the third part,through the analysis of the M city construction project implementation situation,the project efficiency,contract management,risk the problems existing in the phenomenon,the reason is more related to the performance appraisal system is not perfect,the accountability system is not perfect,the lack of incentive factors;the fourth part is about M There are city construction management problems in the practice,from improving the laws and regulations,standardize construction market,clear all functions,establish evaluation system and puts forward the corresponding solutions,in order to implement the optimization of construction agent system;the last is a summary of the full text.
