Evaluation Of The Informalization Level For Quanzhou City

Agricultural informatization is an important driving force for China to realize the strategy of rural revitalization and overcome poverty.In addition,it is also the only way to develop agricultural modernization and enhance agricultural productivity and additional value of agricultural industry in China.Quanzhou is an important city for the construction of the west coast of Taiwan straits as well as is the starting point of the Maritime Silk Road.The development of agricultural informatization is a potential topic and possesses practical meaning.Promoting the construction of rural informatization is an urgent requirement for improving the supervision ability,working efficiency and public service of rural grassroots governments;it is a necessary means for increasing agricultural production and income,and improving international competitiveness.Also ensures agricultural energy conservation,carbon-emission reduction,sustainable agriculture and smart agriculture.The aim of this research is based on the previous investigations of agricultural informatization models and developed experience to evaluate the extent of development of agricultural informatization in Quanzhou.First of all,a systematic model,including agricultural information resources development and utilization,agricultural information infrastructure,agricultural informatization talents,agricultural information development policies,and rural information resources promotion and platform construction were built as the first-level model according to the principles of science,operability,system and dynamics.Another fifteen items were chosen as the second-level model for the further assessment,The corresponding weight to fifteen items was assigned through the coefficient of variation and the entropy method.A ten-year data of agricultural informatization collected from 2007-2016 in Quanzhou was obtained to analyze the situation of development in agricultural informatization.The analysis results revealed that the level of agricultural informatization in Quanzhou city increased during 2007-2016.The corresponding weights to fifteen items determined by the entropy value method has better agricultural informatization index.Based on this assessment condition,the level of agricultural informatization in 2016 is higher than that in 2007 by 19 times.On the other hand,based on the coefficient of variation method,the level of agricultural informatization declined slightly in 2011-2012 and 2014-2015,respectively.According to the results of evaluation and analysis,some suggestion and strategy regarding the development of agricultural information were proposed for improving the level of agricultural information construction in Quanzhou.
