| China is a traditional agricultural country,agriculture is the basis of human survival,in the process of China’s economic and social development,the output value of agriculture is of great significance to support the development of other industries.In recent years,governments at all levels have always put "agriculture,rural areas and farmers" in an important strategic position,and have issued a series of supportive policies and measures to support rural farmers in agriculture,and have continuously increased their input and support to "agriculture,rural areas and farmers",the total amount of funds supporting agriculture,rural areas and farmers is increasing constantly,which plays an important role in promoting the development of agriculture,rural areas and farmers.However,as China’s agricultural-related management system mechanism is not perfect,although the total amount of financial agricultural-related funds has been continuously increased,there are still many problems in the use and management of agricultural-related funds,such as diversified investment,etc.,causes the agricultural project construction progress lag,the agricultural capital expenditure progress is slow,the use efficiency is low,is difficult to form the resultant force.Therefore,it is very necessary to integrate agricultural funds,concentrate financial resources to do important things,and improve the overall benefit and scale benefit of agricultural funds.Therefore,this paper studies on the integration of county-level government’s financial funds concerning agriculture as a whole——Taking county a as an example.China’s governments at all levels pay more and more attention to "agriculture,rural areas and farmers",constantly increase investment in "agriculture,rural areas and farmers",and there are problems such as scattered projects and low capital efficiency in the use and management of agricultural-related funds in China,through the analysis of domestic and foreign scholars on the management of agricultural-related funds,it is believed that the problems of agricultural-related funds can be solved through the reform of overall planning of financial agricultural-related funds.Based on the analysis of the evolution of the integrated system of agricultural funds in county a,the current system and the operation of the integrated system of agricultural funds,this paper comes to the conclusion that the integrated system of financial funds related to agriculture follows the model of "special projects+Task List",delegating Specific Authority for examination and approval to county-level governments,with county-level governments as the main body of financial funds related to agriculture,can solve the problem of decentralized use of financial funds related to agriculture and improve the use efficiency of funds,a county can mobilize the enthusiasm of the department officers involved in agriculture,to achieve the overall planning of the project,to avoid duplication of construction,to give full play to the financial funds "leverage" efficiency,to promote the implementation of a county’s rural revitalization strategy overall.However,in the process of the overall planning and integration of county a there is also a lack of understanding of the policy and deviation in its implementation.The projects involving agricultural funds in county a are still relatively scattered and can not form scale benefits,and the projects involving agriculture are slow to move forward,the main body participation of the agricultural funds integration is not high,the integration is not enough,the reform effect is not obvious and so on.Therefore,this paper holds that the overall planning and integration of financial funds related to agriculture in county a must revise and improve the supporting policies for the reform of the overall planning and integration of financial funds related to agriculture,implement the Project Bank of financial funds related to agriculture,and scientifically and effectively plan the implementation plan for the overall planning and integration of financial funds related to agriculture in county a,we should establish the mechanism of farmers’ participation and the mechanism of collecting information about people’s needs,and set up the idea of "big agriculture,big finance and big budget". |
