Research On The Problems And Countermeasures In The Operation Of Special Poverty Alleviati On Funds In Siziwang Banner

The special poverty relief fund is a special fund used to improve the poverty situation in backward areas.In recent years,with the increase of special poverty alleviation funds year by year,Siziwang banner has made outstanding achievements in poverty alleviation and made every effort to eliminate absolute poverty.As we all know,eliminating absolute poverty does not mean the anti-poverty career came to an end,the question of poverty in the future is a long period of time will exist for a long time,according to the national "the four policies will not be cancelled" requirements,the govern ments at various levels will still increase financial support.Therefore,the management of the operation of special poverty alleviation funds in the post-poverty alleviation era is still a major issue that needs to be paid attention to at present.We cann ot ignore this issue after 2020.In the post-poverty alleviation era,more importantly,preparations should be made to improve the long-term management mechanism of special poverty alleviation funds.Siziwang Banner selected in this paper is a frontier are a of Inner Mongolia ethnic minorities.Its natural environment is harsh,mainly based on farming and animal husbandry,and its economic foundation is poor.Therefore,there are many problems to be solved in poverty alleviation work of Siziwang Banner.How to improve the efficiency of financial special poverty relief funds is the main purpose of this paper.Based on the research field of this specialty,this paper adopts three research methods: literature research metho d,data analysis method and interview method to study the operation of special poverty alleviation fund of Siziwang Banner finance.The paper is divided into five parts.The first part expounds the connotation and theoretical basis of the special poverty a lleviation fund.The second part,this paper analyzes the operation effect of the special poverty alleviation fund from the aspects of the operation status quo of the special poverty alleviation fund of Siziwang Banner,the source,payment,use compliance and effect of the special poverty alleviation fund by using the policy direction and specific data.And then analyses the problems existing in the running;The third part analyzes the causes of the problems existing in the operation of Siziwang Banner special poverty alleviation fund.The fourth part analyzes the advanced examples of poverty alleviation in Hainan province and Jinxiu County of Guangxi Province,and draws successful experience from them.The fifth part is to improve the current situation of poverty alleviation fund operation,put forward five countermeasures and Suggestions,including stable poverty alleviation projects with expanded fund sources,efficient management,dynamic monitoring,quality improvement and long-term mechanism for the op eration of special poverty alleviation fund in the post-poverty alleviation era,in order to improve the operation efficiency of the special poverty alleviation fund of Siziwang Flag.
