On Performance Evaluation Of Funds In Shanty Towns

The existence of shanty towns not only greatly reduces the quality of residents' life,but also seriously hinders the development of urbanization in China.Solving the problems of shanty towns is an important step to improve people's livelihood,promote development,and realize the "Chinese dream." In 2008,China launched a comprehensive security housing project with shanty town transformation as the key content,focusing on urban development and accelerating people's livelihood construction.For more than a decade,the transformation of shanty towns in China has achieved remarkable results,and the housing problems of a large number of shanty town residents have gradually been resolved.At the same time,the smooth progress of the transformation of shanty towns in various places is inseparable from the support of financial funds.With fully and rationally using of the financial funds invested by the government,we can ensure the transparent operation of fiscal funds,we can better achieve the goal of shantytown renovation.In 2015,the Ministry of Finance and the Ministry of Housing and Urban-Rural Development issued the Interim Measures for the Evaluation of the Performance of Financial Funds for Urban Safeguarding Housing Projects,requiring local governments to carry out special evaluations on the use of funds for shanty towns.Up to now,all local governments have actively carried out the performance evaluation of shanty town renovation funds,but how to obtain more accurate evaluation results in the implementation of performance evaluation work,and better improve the performance of fund use,the government departments are still exploring.Therefore,this paper starts with the implementation and performance of performance evaluation,and studies the performance evaluation of shanty town reform funds.This paper firstly sorts out and summarizes the research literature,theoretical basis,evaluation objectives and principles of shanty town reform policy and fund performance evaluation.Then analyzing the specific status of Wuhan shanty town reform fund performance evaluation and finding the current problems in the performance evaluation of Wuhan shanty town reform funds: the current performance evaluation indicators are not applicable,the system guarantees are not perfect,the government departments have unclear responsibilities,the evaluation independence is insufficient,and the information construction is backward.Finally,this paper combines the actual situation of shanty town renovation work in Wuhan,and proposes a number of suggestions for the performance evaluation of shanty towns in Wuhan,such as improving the performance evaluation index system,establishing a sound performance evaluation policy,clarifying the responsibilities of the performance evaluation department,encouraging people to participate in performance evaluation,accelerating the performance evaluation information construction and so on.The existing literature mainly focuses on the study of enterprise performance evaluation,and there are few studies on government performance evaluation.The research on the performance evaluation of shanty town reform funds is rare.This paper uses the concept of performance evaluation,takes the performance evaluation of shanty towns in Wuhan as the research object,analyzes the problems in the current evaluation system,and comprehensively applies the methods of quantitative analysis and qualitative analysis to the special requirements of shanty town reform fund performance evaluation,establish a basic framework from the four dimensions of fund management,project management,project benefits and project impact,and establish a more scientific and comprehensive performance evaluation system;at the same time,the paper analyzes the capital performance for the independence of shanty town reform fund performance evaluation.The self-assessment may bring harm,and puts forward the evaluation of the masses in the performance evaluation innovatively,and gives full play to the role of social supervision to ensure the effectiveness of the performance evaluation of funds.I hope this paper can provide some new ideas for the future performance evaluation of shanty town renovation funds.
