| General Secretary Xi Jinping clearly stated in the report of the 19 th National Congress that he resolutely won the battle against poverty and focused on poverty alleviation and the combination of wisdom and support.Since the implementation of the Poverty Alleviation Policy,through the effective measures of industrial poverty alleviation and employment poverty alleviation,the “three guarantees” policy has been implemented,and tens of thousands of poor households have been established to achieve poverty alleviation.However,in the process of precision assistance,the phenomenon that farmers have insufficient development momentum and the “nanny-style” assistance methods for farmers still exist.All localities constantly explored the "Fuzhi" working methods,carried out "thought poverty alleviation",stimulated the endogenous power of farmers to get rid of poverty and get rich,and let farmers become passively out of poverty to take the initiative to get rid of poverty and improve their ability and desire to get rid of poverty.Psychological capital is the fourth largest capital in addition to financial resources,human resources,and social capital,and is widely used in management.Psychological capital theory is an important psychological basic theory for studying the endogenous developmental dynamics of poor farmers by tapping the positive psychological quality of the individual's inner heart and stimulating the individual's potential to adapt to the needs of social development.According to the theoretical framework of psychological capital,from the actual needs of poverty alleviation and support,through the field investigation,from the four dimensions of self-efficacy,optimism,hope and resilience,compile the mental capital scale of the establishment of the cardholders,10 counties in Guizhou Province.The 585 households in the district built the cardholders to conduct psychological capital tests.The overall score of the psychological capital level of the farmers in Guizhou Province is 3.7362.According to the overall score of the farmers' psychological capital level,the poor middle-aged and elderly households(46-55 years old and 66 years old and above)have lower psychological capital levels,mainly reflected in self-efficacy.And the level of resilience;the level of psychological capital of farmers in high school education is significantly higher than that of junior high school and primary school,but the difference in education level between junior high school and primary school is not obvious;the lowest level of psychological capital of poor and poor farmers is mainly reflected in Self-efficacy and hope dimensions.From the perspective of geographical types,on the basis of different types of counties,the differences of farmers' psychological capital between different types of counties are analyzed.The results show that the psychological capital levels of farmers in different types of counties show different characteristics.The poverty capital of non-poverty counties is higher than that of poor counties.In the district,the level of psychological capital in the county is higher than that in the counties,but in the counties,the county should continue to help and consolidate the results of poverty alleviation.According to the psychological capital level of the establishment of the Lika farmers,the corresponding policy recommendations are put forward.(1)Vigorously carry out the education of the supportive,strengthen the training of labor skills,reduce the form of assistance with simple money-issuing,and enhance the confidence and desire of farmers to get rid of poverty.(2)Designing a differentiated psychological capital level improvement plan,gradually increasing the psychological capital level of farmers according to the characteristics of different groups of people and different levels of psychological capital,and establishing a strong psychological trait of farmers in the process of getting rid of poverty,thus achieving the endogenous motivation of farmers.The purpose is to accelerate the long-term stability of farmers to achieve poverty alleviation. |
