Research On The Development Of Low Carbon Agriculture In Datong City

Low-carbon agriculture is a modern agricultural development mode characterized by “three low and two high” such as “low consumption,low pollution,low emission,high quality and high benefit”.It is the essential requirement of promoting structural reform of agricultural supply side and high-quality development of agriculture,as well as an important way to realize the revitalization of agricultural industry and promote rural revitalization.As a resource-based area,the transformation and upgrading of Datong’s economy and diversified development are of great urgency.It is of great practical significance to accelerate the development of low-carbon agriculture and promote the transformation and upgrading of low-carbon agriculture.This paper combines normative analysis with empirical analysis,qualitative analysis with quantitative analysis,and so on.It combines the research literature,the analysis of the development status of low-carbon agriculture in Datong City,the calculation of agricultural carbon emissions and the relationship with economic growth in Datong City,the problems faced by the development of low-carbon agriculture in Datong City,the experience and policy Enlightenment of foreign low-carbon agriculture development,and speeds up the development of low-carbon agriculture in Datong City.Six major parts,such as industry development countermeasures and suggestions,comprehensively and thoroughly studied the development of low-carbon agriculture in Datong City.The results show that the agricultural output value of Datong City increased by 9.36% annually from 1991 to 2017,and it is in the middle and lower level in 11 cities of Shanxi Province.Grain and cash crop yields fluctuate greatly,showing four-stage characteristics.The fluctuation duration of cash crop yields is short and the range is small.The number of agricultural employees showed a downward trend as a whole.The sown area decreased at an average annual rate of 0.47%,the irrigated area increased at an average annual rate of 1.28%,and the use of chemical fertilizers showed a downward trend after the growth.Through calculating the carbon emissions from agricultural planting in Datong City,it is found that chemical fertilizer is the main source of agricultural carbon emissions.Since 1991,its proportion has reached 98.00% and increased at an average annual rate of 0.77%.From 173,700 tons in 1991,it has increased to 221,300 tons.Its growth process can show five stages of rapid growth,fluctuation decline,recovery growth,slow growth and sustained decline.Segment characteristics.The co-integration test results show that there is aco-integration relationship(long-term stable relationship)between agricultural economic growth in Datong City: the total intensity of agricultural carbon emissions and the intensity of carbon emissions caused by three types of carbon sources,such as chemical fertilizer and agricultural irrigation,which indicates that agricultural economic growth in Datong City is a high energy consumption-high carbon emission type,or follows the traditional “low Efficiency-High input” agricultural production mode.The results of error correction model show that the carbon emission intensity of carbon sources such as fertilizer and irrigation increases by 0.22% and 0.30% respectively for every 1% increase in the per capita agricultural output value of Datong City.This paper summarizes the experience and policy reference of foreign low-carbon agriculture development from the aspects of goal planning,farmland cultivation,financial support,legislative norms and technological development.On this basis,it proposes to speed up low-carbon agriculture in Datong City from the aspects of promoting agricultural cleaner production,establishing ecological red line under the rule of law,giving full play to the leading role of the government,implementing preferential financial support,developing low-carbon high-tech and so on.The countermeasures and suggestions for development.
