With the social and economic development in recent years, our China has replaced America to be the highest carbon emitting country. According to the previous research, land use is one of the most important factors that lead to the increase of carbon emission. Nowadays low carbon economy has been generally accepted by the masses, so making research about the effect of carbon emission by land use and optimizing it has vital realistic significance.On the basis of summarizing research achievements of home and aboard scholars, this article takes Qianjiang city as an example to assess its carbon emission effect by land use and temporal change characteristics from the aspects of total carbon emission, carbon emission structure by different land use types, carbon emission intensity, carbon footprint and ecological compensation value. At the same time, the paper makes use of Decision Envelopment Analysis (DEA) to evaluate each town’s carbon emission efficiency, technical efficiency, scale efficiency and scale reward, and applies GIS technology including digital elevation model, directional distribution and gravity center to analyze its spatial distribution characteristics. For those towns whose carbon emission is not DEA efficient, the article optimizes its carbon emission by adjusting excessive carbon emission and insufficient economic output indices, then puts forward specific optimizing measures according to calculation results.Based on the analysis above, this article draws the conclusions as follows. Firstly, the carbon emission by land use shows a constant increase tendency from2000to2010. Of all land use types, carbon emission by construction land accounts for the maximum proportion. Secondly, even though the carbon emission intensity tends to decrease, the carbon footprint has doubly increased in study period. Since the serious ecological deficit, every year Qianjiang city needs to spend1-2%gross regional production to compensate the ecological damage by carbon emission. Thirdly, only one third towns’carbon emission is DEA efficient, and they are mainly distributed in area where the economic development level is relatively high, that is the southwest and northeast area, but the spatial agglomeration is not strong. In addition, the gravity center is located in ZhouJi administrative agency, namely east central area. Fourthly, the majority of towns need to decline carbon emission density by coal and improve the gross value of agriculture production per capital. In order to decrease the carbon emission, Qianjiang city has to take measures from the aspects of optimizing land use structure, strengthening land use control and improving energy utilization efficiency.
