Research On The Influence Of Scientific And Technological Innovation Ability On The Quality Of Regional Development

Since the eighteenth National People’s Congress put forward the strategy of innovation-driven development,China’s innovative force is rising rapidly.From "Jiaolong sneaks into the sea","Chang’e flies to the moon" to "Tianyan" to see the universe,China’s independent scientific and technological innovation has achieved remarkable results.It is particularly urgent to further improve the innovation-driven development capacity.However,at present,there are obvious regional differences in the achievements of scientific and technological innovation in China.At the same time,the inconsistency between the ability of scientific and technological innovation and the quality of regional development is obvious,which seriously affects the realization of regional high-quality development goals in the new era.Therefore,the research on the coordination relationship between regional scientific and technological innovation capability and regional development quality will help to clarify the influencing factors of scientific and technological innovation capability and regional development quality,and put forward countermeasures to drive regional development by scientific and technological innovation,so as to help build an innovative power in China.Based on the study of the impact of regional innovation capacity on regional development quality,this paper uses the basic idea of input-output analysis to select the relevant statistical data of 30 provinces and municipalities in China from 2011 to2017 for statistical analysis.Firstly,the paper establishes the evaluation index system of regional innovation ability and regional development quality,and uses descriptive statistical method to analyze 12 indicators reflecting scientific and technological innovation ability and 23 indicators reflecting regional development quality,which comprehensively reflects regional scientific and technological innovation ability and regional development quality level;and uses PCA to synthetically analyze and reduce the dimension of various input-output indicators.Secondly,the paper constructs the DEA evaluation index system,and uses DEA-Malmquist index method to analyze the efficiency level of regional science and technology innovation ability on the quality of regional development from the vertical dimension.Thirdly,the paper uses cluster analysis method to analyze the impact of regional innovation capability on regional development quality in 30 provinces and municipalities in China,and determines the validity differences between regions.And taking specific provinces and municipalities as examples,thecoordination relationship between the two is analyzed in detail.Finally,using statistical analysis data,the paper comprehensively analyzed the causes of validity differences,and put forward countermeasures and suggestions to further improve the impact of scientific and technological innovation capacity on regional development quality.The main conclusions of this paper are as follows: firstly,the allocation of innovative resources in "double-high" areas with high scientific and technological innovation capability and regional development quality is ineffective to some extent;secondly,in areas with high scientific and technological innovation capability and low regional development quality,it is necessary to speed up the institutional construction of the transformation link of innovative achievements;thirdly,in areas with "double-low" scientific and technological innovation capability and regional development quality,it is necessary to increase investment in scientific and technological innovation resources.In this paper,the main suggestions for further enhancing regional scientific and technological innovation capability and promoting regional development quality are as follows: at the level of economic development,we should further improve the dominant position of enterprises in innovation and strengthen demand-oriented innovation activities;at the level of social progress,we should enhance information technology to promote innovation capability,strengthen network chain construction to enhance the application ability of innovative resources;and at the aspect of environmental optimization,we should improve the system of laws and regulations,strengthen green innovation and create an excellent environment for the transformation of innovative achievements.
