The Research On Coordination Between Regional Scientific And Technological Personal Innovation Ability And Economic Development

Scientific and technological innovation is the strategic support to improve the social productive forces and overall national strength, to implement innovation driven development strategy and is the requirement of scientific development, to change the mode of economic growth, and the requirements to promote the sustainable development of regional economy. As the main body of scientific and technological innovation, scientific and technological talents are the first strategic resources to promote the progress of technology and regional sustainable development. The innovation ability of them decided whether theirs personnel potential gives full play to the basic factor or not.Scientific and technological talents with innovation ability is closely related to the regional economic development. On the one hand, science and technology talent with innovation ability depends on the size of the resources investment, including people, ability and content, and it can reflect the potential talents of science and technology talents. How much the resources invest depends on the regional economic development level, so economic development can promote the innovation ability of regional science and technology talents; On the other hand, the innovation achievement of science and technology talents can switch real productive forces and promote the sustainable development of regional economy. Therefore, the coordination between scientific and technological personnel’s innovation ability and economic development is an important basis to have an correct understanding of regional scientific and technological personnel innovation ability level, to analyze the interaction between scientific and technological personnel’s innovation ability and development of regional economy, to realize the coordinated development between them. It is also is an important basis of the role to regulate and control input on the regional scientific and technological personnel, and to properly formulate incentive policy on the scientific and technological personnel innovation, to strengthen the innovation of science and technology people on the development of economy.The paper analyzes the coordination between regional scientific and technological personnel innovation ability and economic development based on the human capital theory, regional economic development theory, coordination theory and innovation theory, the main ideas and content:(1) According to the human capital theory and regional economic development theory the paper describes in detail the connotation and characteristics of regional scientific and technological personnel, the connotation, classification characteristics and its influencing factors of regional scientific and technological personnel innovation ability, which influence factors include scientific and technological personnel investment, scientific and technological personnel output, science and technology talent innovation environment construction. The paper pays attention to analyze the interactive mechanism between the regional scientific and technological personnel innovation ability and economic development, including the regional technology talents’innovation to promote economic development and regional economic development to promote scientific and technological personnel innovation ability.(2) Based on analysis of.the research of influencing factors, the paper builds the evaluation index system of the innovation capacity of the regional scientific and technological personnel, and then based on the synergetic theory. It builds coordination degree model between the innovation capacity of the regional scientific and technological personnel and economic development. Then it combines with the country’s30provinces and cities of the relevant statistics data and coordination degree model to calculate the coordinated development index of the country’s30provinces technology professional’s innovative capacity and economic development from2006to2010. It is divided into four phases according to the year, and then analyzes the degree of coordination between the country’s30provinces talent innovation capacity and economic development based on the coordination degree evaluation criteria for each stage.(3) The paper calculates the correlation degree between the regional scientific and technological personnel’s innovation capacity and economic development and evaluates and analyzes the main factors affecting the coordination degree of both according to statistics dates of2010the country’s30provinces and cities by gray correlation degree model.(4) According to the results of empirical research, the paper puts forward policies and proposals to promote coordination between regional scientific and technological personnel’s innovation capacity and regional and economic development from the three levels of the enterprise, industry, regional:the enterprise level policy recommendations, including the establishment of a sound internal management and operation mechanism, improving enterprise ability to transform R&D and technology, enterprise innovation management, nurturing a corporate culture of innovation, strengthening the construction of scientific and technical personnel; industrial level policy recommendations, including promoting industrial upgrading, creating a good industrial economic environment; regional level policy recommendations, including scientific and technological personnel input, formulating relevant policies, optimizing technological personnel innovation environment.This article’innovation may lies in:(1) for the first time, it described the concept of the innovation capacity of the regional scientific and technological talents, influencing factors, and to build the evaluation index system of innovation capacity of regional scientific and technological personnel on this basis;(2) it qualitatively analyzed the interaction mechanism between innovation capacity of the regional scientific and technological talents and economic development from two level;(3) building coordination degree model between innovation capacity of the regional scientific and technological talents and economic development;(4) systematically analyzing the main factors impacting the coordinated development of both by gray relational model.
