Research On Xuzhou Tangzhang Town Farmers' Professional Cooperative Management Mechanism

The report of the 19 th CPC national congress pointed out,"Issues concerning agriculture,rural areas and farmers" are fundamental issues concerning the national economy and people's livelihood.The state attaches great importance to the role of specialized farmer cooperatives in solving problems related to agriculture,rural areas and farmers,and vigorously supports the development of specialized farmer cooperatives in terms of policies.The development of farmers' professional cooperatives has thus embarked on a new journey,but at the same time,many problems have emerged,such as the chaotic management of cooperatives and the non-standard operation of the governance mechanism.Therefore,first of all,this paper takes the farmers' professional cooperatives in Tangzhang town,Xuzhou city as the research object,and pays attention to the operation of its governance mechanism.At the same time,this paper defines the concept of farmer professional cooperative and cooperative governance mechanism,and briefly expounds the theory of government regulation,focusing on the necessity and significance of introducing government regulation into the improvement of farmer professional cooperative governance mechanism.Secondly,field research was conducted on the farmers' professional cooperatives in Tangzhang town to deeply understand the current situation of their development and the operation of the governance mechanism,so as to have a certain understanding of the existing normative and guiding measures of Tangzhang town government.Thirdly,it explores the problems hidden in the current operation situation of the cooperative in Tangzhang town,that is,the lack of scientific and democratic decision-making mechanism,insufficient incentive mechanism,imperfect supervision mechanism,unreasonable distribution of interests and insufficient policy support.The reasons for these problems are analyzed at a deeper level,including the low comprehensive quality of farmers,the fuzzy property right relationship,the heterogeneity of members and the irregular daily operation and management mechanism of cooperatives.Finally on the basis of above,how to improve the farmers' professional cooperative governance mechanism,further explicitly introduce the necessity of government regulation,government mainly from the system supply and execution,management regulation,capital regulation and technical regulation four aspects to begin,put forward how to strengthen the government regulation in order to improve the development of farmers' professional cooperative governance mechanism suggestion.
