Research On The Reform Of The Farmers Professional Cooperative In Harbin Agricultural System

As the backbone of modern agriculture,the Farmers Professional Cooperatives(FPC)in Harbin Agricultural System is a kind of economic cooperation organization founded by farmer democratically and voluntarily.Along with the prelude national reform,it will face a new turning point.Development situation and existent problems of FPC in Harbin Agricultural System were analyzed in detail by systematic studying of the management experience from economic cooperation organization in both China and abroad along with the consideration of their realistic operating conditions.New problems arising probably during the all-round reform process of Heilongjiang agricultural reclamation system were analyzed and corresponding solutions for these problems were further proposed.Firstly,operation situation and crux of the problem exist in FPC of Harbin Agricultural System were summerized and defined.In macroscopic view,the important role in production and circulation,played by FPC as the backbone of agricultural modernization of Harbin agricultural system was sumerized by comprehensive studying the overall development situation as well as the typical operating conditions of four types of FPC with varing industries.In microscopic view,this paper takes 77 cooperatives basic information as the survey sample,and 29 of them are used for study after screening.Operating status,especilly the problems and barries presented in actual management process were disscused based on above statistical analyses and theory research.Secondly,a top-level design in macro model benefiting the growth and development of FPC was proposed from the perspective of public management.A group integration architecture was explored for adapting the national reform in which government-enterprise integration tends to separate.And its beneficial effects to cooperatives were demonstrated basing on the conbination of practical business analysis and theoretical analysis.It also provides experiences of industrial and commercial capital which works in agriculture to the FPC.Thirdly,some management strategies were proposed for FPC in Harbin Agricultural System to stimulate its development.Some advices about frame structure,institutionan and operation are given for both the FPC and their manager based on the operation status and existing problems.In summary,operating situation under the present reform environment of Harbin Agricultural System,especially for existant peoblems and barries in actual management process in FPC were discussed in detail by using literature research,on-the-spot visit,and other study methods.Some recommendations for promoting self-development as well as some solutions for dealing with the difficulty and adapting innovation were suggested.It provides useful reference for developing coupling model between various types agricultural management mechanism and industrial organization by combination with other advanced experiences.
