With the rapid development of communication technology,the traditional language and short message service can not meet the needs of customers.Customers require mobile service providers to provide personalized services,provide secure,stable and high-speed communication links,and support data sharing,video conferencing and other data services.China Mobile calls this new business demand "full business",and regards this business as one of the new profit growth points and strategic business to achieve sustainable development."Full Service" refers to the use of mature network and information technology to provide cross-regional and cross-industry data services for various industries and fields through stable and secure data transmission links.Full service operation is based on efficient,safe and stable data transmission,data transmission needs to build dedicated lines.Therefore,the construction project of communication special line is the key construction project of communication service providers,and the project management of communication special line construction is the focus and focus of research.Project management mainly includes three basic elements: time,quality and cost,which restrict and influence each other.Time is the core element in the construction project of communication special line,which directly affects cost and quality.Time management of project is the foundation and the most intuitive expression of project management.Based on the study of time management theory,combined with Guangyuan Mobile Project Management Method and the actual situation,taking the Construction Bank communication line construction project as an example,this paper firstly carries out the WBS of communication line project,determines its scope,defines and ranks each activity,and then carries on the resources and progress of the project through three-point estimation method and other methods.The critical path method is used to optimize and adjust the activities and construction period,shorten the construction period,and finally formulate the project schedule.In the process of project construction,the time schedule index is established,and the work data is acquired in time through project management software.The deviation of task schedule is calculated and analyzed,and the task problem is tracked and the corresponding corrective measures are adopted.Through the management and control of project time,the project objectives can be achieved smoothly under agreed conditions.Through the research and application of time management,we can accelerate the accumulation of management experience and knowledge,and form a rich,complete and scientific management system of Guangyuan Mobile's communication line construction,such as management system,operation process and management method.Through the introduction of time management method,we can scientifically calculate the time cycle of the project,control the development of key activities through more scientific methods in the construction process,reduce the risk of project delay,and lay a solid foundation for improving the time management ability and efficiency level of Guangyuan Mobile's communication line construction project in an all-round way.
