Since the implementation of the poverty alleviation policy in 1986,China has been closely adhering to the unpredictable main line of “precision” from beginning to end,and the rural poverty alleviation work has achieved outstanding results.However,many problems have arisen in the process of poverty alleviation and development.For example,the persistent marginalization of poor households,the self-development ability of poor groups is unstable,and the phenomenon of disease,disability,and poverty alleviation often occurs.This fully shows that poverty is a dynamic phenomenon,and poverty-stricken farmers are also facing the risk of returning to poverty.Farmers who are not poor in the current period may also be in poverty in the next period.The next stage of the poor farmers in the current period may succeed in getting out of poverty,and may also fall into a deeper state of poverty.Therefore,it is limited to identify whether farmers are poor by traditional income standards,and poverty vulnerability can measure the probability that farmers will fall into poverty in the next period,and feedback the poverty dynamic information of farmers,which is good make up for the shortcomings of traditional income standards,and thus improve the effectiveness of poverty alleviation policies.In addition,in order to “root up” poverty,it is necessary to rely on the fundamental improvement of the self-development ability of poor farmers,that is,to tap the development potential of poor farmers,and to encourage farmers to rely on their own ability to improve the “poverty alleviation – poverty alleviation – returning to poverty”,only in this way can we achieve poverty alleviation in the true sense.Therefore,it is of great theoretical and practical significance to start from the self-development ability of farmers and study their impact on the poverty vulnerability of farmers.This paper studies the poverty vulnerability of rural households in the study area,and studies from the perspective of farmers' self-development ability,using the actual survey data of 438 households in Fan County,Henan Province,the VEP method was used to measure the poverty vulnerability index of farmers,and tries to build a self-development ability indicator system for farmers,integrating the indicators of different dimensions of farmers' selfdevelopment ability through principal component analysis,and constructs multiple linear regression models to further analyze the impact mechanism of farmers' self-development ability on their poverty vulnerability.In order to enhance the self-development ability of farmers in poverty-stricken areas and reduce the poverty vulnerability of farmers in povertystricken areas,it provides feasible suggestions,and provides theoretical basis and policy reference for the development goals of sustainable poverty alleviation.The main conclusions of this paper are as follows: First,under the condition that 29% is set as a vulnerability line,the poverty vulnerability of the region is high,and nearly threequarters of the households are facing the risk of falling into poverty.Second,the overall level of self-development ability of farmers in Fan County is low,and there are obvious differences among farmers with different vulnerability.The average level of the four dimensions of the basic labor capacity,capital accumulation ability,social participation ability and selfdevelopment awareness of vulnerable farmers is lower than that of non-fragile farmers.Third,the four dimensions of farmers' self-development ability and poverty vulnerability are negative causal relationships,and they pass the model significance test.That is to say,the basic labor capacity,capital accumulation ability,social participation ability and self-development awareness of farmers can significantly reduce the poverty vulnerability of farmers.Among them,the dimension of social participation ability has the greatest impact on poverty vulnerability,followed by capital accumulation ability and basic labor ability,respectively,and the influence of self-development consciousness is the least.
