Research On The Construction And Application Of Comprehensive Evaluation System For Bidders'Credits

With the continuous improvement of China's socialist market economy,establishing a credit system for bidding and tendering is one of the important factors in establishing a social credit system.Integrity and reliability are the inevitable results of social and economic development and the basis for the healthy development of bidding and tendering markets.In recent years,credit evaluation management methods and evaluation systems have been successively established throughout the country,and illegal publicity mechanisms have been initially formed.Credit reward and punishment information has been initially applied,industry self-regulation has played an active role,and preliminary suppression of bidding and transaction violations has been played.With the development and dissemination of information technology,government departments at all levels have formulated and established their own information management systems to achieve their own management goals.However,due to the fact that the credit evaluation system and indicators have not yet been unified and information transmission between departments is not smooth,information integration and sharing cannot be achieved.Therefore,there is an urgent need for a unified design of the comprehensive tender evaluation system and credit information delivery system.This article first analyzes the research status of scholars at home and abroad,including bidding and credit,credit comprehensive evaluation methods,and the application of credit evaluation in the construction industry market.Secondly,it analyzes the construction and application practice of the comprehensive evaluation system for tendering and tendering credits in typical regions in China.It analyzes and evaluates the evaluation system of tendering agencies,construction companies,and bid evaluation experts from five provinces and cities in Fujian,Shanghai,Tianjin,Chongqing and Jilin.By comparison,various provinces and cities have issued relevant credit evaluation policies,built publicity platforms for illegal and non-compliance,and quantified standards for credit evaluation indicators.However,there are also various credit platform construction paces in different provinces and cities,different punitive standards,and poorly established credit evaluation indicators for other provinces.Enterprises enter the local and other issues.Based on the principles of compliance,scienficity,operability,and guidance in the design of the credit comprehensive evaluation index system,this paper uses questionnaires to screen out credit evaluation indicators that meet the bidders and have a relatively strong influence,and constructs credit evaluation indicators.The evaluation criteria of the system and indicators,and the use of the analytic hierarchy process(AHP)to construct the weights and credit ratings of each entity's credit evaluation indicators.Finally,on the basis of constructing a comprehensive evaluation system for bidding and tendering credits,following the systematic,coordination,sharing,and fairness,fairness and fairness principles of the comprehensive application of tendering and tendering credit information,the credit information collection subject,credit information utilization mechanism,and implementation are designed.Process credit information use methods and other specific programs.
