A Study About Policy Tools Of East Lake High-tech Development Zone For Booming Medium-sized And Small High-tech Enterprises

With state and local level to the emerging industry vigorously support and policy guidance,the prime minister li keqiang,the spirit of "innovation,public entrepreneurship" implemented,after China's reform and opening-up,the vitality of private economy got inspired and release again.In particular,technology-based small and medium-sized enterprises have mushroomed.The small and medium-sized technology-based enterprises are the explorers and the vanguard of new technology and new manufacturing,which is an important part of the new economic prosperity and development.It can help the local industrial economy realize the transformation of the leap-forward development and the traditional business mode.Local governments,especially in high and new technology development zone,within large technology-based small and medium-sized enterprises.How to use policy tools to better service and support technology-based small and medium-sized enterprise development is an important subject to explore.Wuhan East Lake High-tech Development Zone is approved by the national council,and there exists a great number of small and medium sized enterprises are incubated and cultivated.Based on the public policy theory of government,this paper use the relevant professional knowledge of public administration and industrial economics,mainly using comparative analysis method and investigation analysis method.Firstly,analyzing East Lake High-tech zone's policy tools system to boom small and medium-sized enterprise development,emphatically from the aspects of financial,fiscal and taxation policy tool selection.Finally,it points out the problems existing in the field of policy support,and puts out some suggestions for the effective implementation of the policy tools from the aspects of strategic plan,concrete implementation and government service.
