Study On The Circulation Of Rural Land

In the rapid development of the rural economy today, with the development of the rural labor force engaged in non-agricultural population constantly increasing, the land circulation has played a more and more important role in increasing the income of the farmers, optimizing land resource allocation, promoting the rapid development of the rural economy. However, the development of land circulation in rural areas is still in the primary stage, there are many obstacles and difficulties during the process of circulation, some restrictions still exist in the circulation of the scale and style. Taking Mayang Miao Autonomous County rural as an example, this paper deeply analyses of the reality of the situation to the circulation of rural land, gives some new thoughts on rural land circulation, and puts forward some solutions to the problems.The research object of this paper is the land circulation of Mayang Miao Autonomous County, the county is a provincial and impoverished county of Hunan province, a typical middle underdeveloped area in Central China. Through investigation and research of land circulation in Mayang, the paper summarizes the rural land transfer practice experience of Mayang comprehensively. Meanwhile, the paper objectively analyses the problems of land circulation in rural areas from the point to surface, perceives the essences of the problems through the appearance, finally puts forward some measures and countermeasures to solve the problem. This paper argues that the main constraints in land circulation in rural areas are as followed:Farmers’ land consciousness is not strong, land resource allocation efficiency is not high, social services which impacts land production efficiency and land circulation is defective, rural land circulation behavior is not standardized, security mechanism of land circulation, circulation system and laws and regulations are not perfect. So only by strengthening the propaganda and guidance of rural land circulation, making the circulation driving by the scaled development of industries, taking efforts to improve the efficiency of resource allocation of the land, optimizing the land circulation social service systems, regulating the actions of land circulation, improving related policies, laws and regulations, can we promote the rational circulation of rural land in developed areas vigorously, increase the income of peasants effectively, improve the standard of living and happiness index of peasants in underdeveloped regions.
