The overall plan for tourism development of the 13 th five-year plan,compiled by the municipal tourism administration in 2016,has included water tourism as a key development project,and proposed a large-scale tourism space pattern with water and land linkage and global development.The background of national and regional development and the new situation of Shanghai's economic and social development have brought great opportunities and challenges to the development of water tourism in Shanghai.The state and local planning have paid more and more attention to the development of tourism,especially the planning of water tourism,but there is a certain gap between Shanghai and the mature cities.This article is based on the background of water tourism development of Shanghai,focuses on the analysis of water tourism development in Shanghai,the Shanghai water performance evaluation on the tourist market research,to improve the performance of water tourism market in Shanghai to provide policy reference.On the basis of comprehensive domestic and foreign research theories,this paper defines and interprets the theoretical basis of this research,and analyzes the current situation of water tourism development in Shanghai.By referring to other market performance evaluation indexes and combining the characteristics of water tourism market,the index system of Shanghai water tourism market performance evaluation was preliminarily determined.This article first two rounds of expert consultation with Delphi method to build the ultimate water in Shanghai tourism market performance evaluation index system,and by using the ISM model structure based on the index system of factors analysis,found that tourism regulatory level,supply market structure,enterprise overall profit,price stability and tourists' satisfaction and reflects the performance level of strong correlation factors.Then the fuzzy comprehensive evaluation model is applied to evaluate the performance of Shanghai water tourism market based on huangpu river.Based on the construction of Shanghai water tourism market performance evaluation index system and the water tourism market performance study of huangpu river,then draws conclusions as follows:(1)the coordination and market maturity of upstream and downstream planning are not affected by other factors of water tourism market performance,which can be regarded as the main external environment for the performance of water tourism market;(2)with the general satisfaction of water tourism represented by huangpu river,the level of tourism supervision is "good",the performance of price stability is better,and the overall profit level of the enterprise is poor.(3)the comprehensive evaluation of Shanghai water tourism market,represented by huangpu river,is "general".Finally on the basis of the performance evaluation of market research,combined with the water of the tourism market of Shanghai and weights of indexes in the performance evaluation index system of comprehensive evaluation result of five strong correlation factors,put forward improving the tourism market of Shanghai water performance strategy recommendations.
