Since the 1970 s,with the development of modern finance and science and technology,the business environment of commercial banks has become more and more complex,and various kinds of risks occur frequently.Current risks of commercial banks include operational risk,credit risk,market risk,liquidity risk and reputation risk.Among them,there are many theories about credit risk,market risk,liquidity risk and reputation risk,while the research on operational risk,especially on the operational risk of commercial banks' counter business,is very limited at home and abroad.Operational risk has caused enormous losses to banks and even led to the bankruptcy of commercial banks.Its root lies in the imperfection of operational risk prevention and control of commercial banks,the poor execution of internal control system and the lack of operational risk culture.Nowadays,because of the frequent occurrence of bank risk incidents due to operational risk,commercial banks have fully realized that they need to strengthen the management research of counter operational risk.As a window for business implementation,bank counter is the operational basis of commercial banks,and it is also the most concentrated operational risk and the most destructive daily affairs area of commercial banks.The improper management of counter operation risk will cause serious consequences for commercial banks themselves,internal employees,customers and reputation of commercial banks.At present,counter operation risk management is an important module of commercial banks' counter operation management.Effective counter operation risk management measures will help commercial banks operate well and promote their smooth and healthy development.This paper will study the counter operation risk management,linking the actual situation of rural commercial banks in Wuxi,combining theory with practice,and putting forward specific improvement measures for specific problems.It also provides some ideas for the counter risk management of commercial banks.Firstly,starting from the research background and current situation of operational risk of commercial banks at home and abroad,combined with the definition of operational risk in Basel New Capital Accord and China Banking Regulatory Commission(now known as the China Banking and Insurance Regulatory Commission,formed in 2018 by the China Banking Regulatory Commission and the China Insurance Regulatory Commission),this paper analyzes the four factors of personnel,process,system and external events;secondly,in order to better carry out operational risk management,the characteristics of its endogeneity,difference,universality and uncertainty are described,and various factors of internal control are analyzed,which are divided into internal control environment,risk identification and evaluation,internal control measures,information exchange and feedback,supervision,evaluation and correction.On this basis,further understanding of the Basel risk management method and COSO risk management method.By referring to the process of the two methods,the present situation of counter operation risk management of Wuxi Rural Commercial Bank is analyzed.Experts are invited to identify the counter operation risk points of Wuxi Rural Commercial Bank through Likert five-point scoring method,and then to counter the effectiveness of risk management system is analyzed,found that counter operation risk management culture construction is not perfect,inadequate human resources management system,part of the internal control system implementation does not reach the designated position," system control" coverage is not comprehensive,lack of counter operation risk information real-time feedback,counter supervision duty loss and weakening audit.In view of the above problems,this paper puts forward the corresponding counter operation risk management improvement measures for Wuxi Rural Commercial Bank.Improve counter operation risk management culture;The personnel management aspect allocates the mobile personnel to supplement the highly effective counter human resources management system;Continue to promote process combing for better risk identification;Set up special post of risk supervision and management and strengthen audit inspection to improve the execution ability of internal control system;At the system level,the introduction of intelligent counter operating system,integration process combing,improve the status of "system control" in risk management,increase the bank electronic channel construction.The research expects that these measures can reduce the counter operation risk of Wuxi Rural Commercial Bank and point out the direction for its steady and sustainable development.At the same time,the research on counter operation risk management of local commercial Banks is supplemented to some extent,which can serve as reference and promotion for the prevention and control of counter operation risk.
