Study On The Problem And Protection Strategy Of Land Rights And Interests Loss In Southern Anhui Farm

The state-owned farm of our country was formed under the particular historical background at the beginning of liberation with the destination to obtain the country's special mission.State-owned farm gave a very important contribution for undertaking of national defense,food security,supporting for city construction and industrial development during the last six decades.However,the state-owned farm management system has been gradually out of with the market economy system and the disadvantages of the lag of economic development and the increase of unstable factors have been gradually exposed since the start of this new century.The serious loss of land rights and interests appeared in some state-owned farms and prison farm has become the typical representativeSouth Anhui farm of Shanghai was constituted by Baimaoling farm and Juntianhu farm,which is the largest scale prison farm of shanghai.In the farm,there is an extremely serious problem of loss of land rights and interests.Through investigation and data analysis,it is shown that the loss of land rights is mainly due to exorbitant land occupation by villager,unsubcontracted land without consent,the local government takes up land to develop economy.Based on investigation of farm and surrounding rural areas and through literature review and discussion,from the angles of social history,geography,production and operation,analysis the causes of loss of Anhui farm land rights.The paper thinks that incoordination between the farm and the surrounding villagers / government,branches / land distribution,management gap caused by the nature of the farm enclave are the main factors of the loss of land rights and interests in the southern Anhui farm.On the basis of protecting the land rights and interests and ensuring the smooth transition and development of the farm,countermeasures to solve the problem of the loss of land rights and interests are put forward.By incoordination with the relations with the surrounding villagers / Government,propose to integrate the self-development of the farm with the local economy and provide service and support for the development of the surrounding economy;By the field / land distribution,propose that the land should be replanted and arranged in order to realize the scale,agglomeration and development of land;By the management blank of the farm,suggest that a reasonable and legitimate land management rules and regulations should be formulated,and the issue of the power and responsibility of the farm management should be clearly defined;By the mismatch between production efficiency and land scale,suggest that the mode of production and management should be changed,from extensive type to intensive management,realizing labor substitution by mechanization to realize the reasonable proportion of the scale of land,integrating the two or three industry and digging deep the potential benefits of land.The paper combined with the actual development of Anhui farm,based on the relevant theory of state-owned farm land problem and management,regulation and experience,explore the problem of the loss of rights and interests of the land in farms,puts forward the protection of state-owned farm land rights strategy,in order to provide reference for other prison farm transformation and development.
