A Study On The Application Of PPP In The Construction Of The Rural Infrastructure In Yibin

Yibin City is located in Sichuan,Yunnan,Guizhou province junction,located in Jinsha River,Minjiang River,Yangtze River junction,the city under the jurisdiction of 3 districts and 7 counties,with a total population of 5.56 million people.During the 13 th five-year Plan period,focusing on the overall goal of building a moderately prosperous society in all respects in rural areas,Yibin City made every effort to combat poverty alleviation,comprehensively deepen the reform of agricultural and rural areas,and accelerate the construction of infrastructure such as transportation,water conservancy,electricity and communications.We will improve and promote public goods such as rural infrastructure,extend public services to poor areas and the vast number of rural areas,gradually eliminate bottlenecks in infrastructure that restrict the development of agricultural and rural areas,and solve the problems of access to roads,drinking water and electricity in poor areas.The difficulty of communication is a prominent problem.Due to the large amount of debt owed in the areas of rural infrastructure and people's livelihood in China,the demand for rural infrastructure continues to increase,and the coverage of rural infrastructure construction is wide,the stakeholders are extremely wide,and there is a huge funding gap in improving the long-lagging construction status quo.At present,the financial supply level of the government can only be used to promote the construction of rural infrastructure,so that the contradiction of rural infrastructure expenditure has become increasingly prominent in recent years.Since the third Plenary session of the 18 th CPC Central Committee was held,China began to try to allow social capital to participate in investment and operation through franchising in the field of urban infrastructure,which introduced social resources for rural infrastructure construction.By participating in construction and operation,widening financing channels,integrating advanced technology and management experience,it has opened up a road of exploration and development.In this paper,the origin and development of PPP model are reviewed,the concept,connotation and classification of PPP model are studied,and based on the public product theory,principal-agent theory,The project differentiation theory and the value-for-money theory are applied to the application of PPP model,and the applicability of the model is studied theoretically.Based on the actual situation of Yibin and from the perspective of the government,this paper analyzes the current situation of promoting the use of PPP model in the field of rural infrastructure in Yibin,and through the in-depth study of two typical cases,This paper analyzes the problems existing in the application of PPP model in rural infrastructure construction in Yibin City,and puts forward some countermeasures and suggestions for the popularization and application of PPP mode in rural infrastructure construction in Yibin City: first,perfect the construction of system and speed up the legislative process of PPP.Perfecting the supporting policies and measures to promote the development of rural finance;Second,focus on project integration,cross-regional integration projects,bundle for-profit projects,focus on stock projects,focus on financial resources Third,standardize the implementation of the project,adhere to the two arguments,make clear the core elements of cooperation,reasonably determine risk sharing,purchase social capital in accordance with the law.
