According to the Party’s guiding ideology,it has become an important issue to study the basis of scientific and technological innovation and the transformation of scientific and technological achievements.In recent years,the state has established two batches of pilot cities of science and technology finance,formulated a number of science and technology financial policies for the pilot cities of science and technology finance,set up a large number of special funds for the construction of science and technology innovation financing platform and research and development of innovative products,and provided a number of science and technology financial services.It demonstrates the support of the state for the development of science,technology and finance.There is a close relationship between science and technology finance and science and technology innovation.How to make use of science and technology finance to promote the development of science and technology innovation has become a widespread concern of society.Under the guidance of the concept of innovation and development,it is of great significance to improve the integration and development of science and technology finance and regional science and technology innovation by grasping the innovation mode,increasing innovation output and promoting the coordinated development of science and technology finance and regional innovation.By analyzing the evolution elements of regional innovation system and the development status of science and technology finance,this paper explores the interaction between science and technology finance and the operation mechanism of the composite system based on synergy theory.Collecting 29 provinces in China(except Xinjiang,Tibet,Hong Kong,Macao and Taiwan,which are 34 provincial administrative regions)as research samples,this paper establishes a synergy index evaluation system of science and technology finance and science and technology innovation composite system,calculates the order and synergy degree of science and technology finance and regional innovation system by synergy degree model,and puts 29 provinces according to the synergy degree.The five regions of Northeast,Southeast,Northwest,Central and Southern China discuss the status of synergy.The results show that the synergy of the composite system in the southeast region is the best,followed by the central and southern regions,and the non-synergistic state in the northeast and northwest regions,with the lowest level of development.Aiming at the current situation of regional synergy,this paper establishes the index system of influencing factors of synergy degree of science and technology finance and science and technology innovation composite system,uses spatial econometric model,introduces spatial factors,and explores the influence of each factor on synergy degree of the region and other regions.The results show that technological innovation support,capital market returns,financial expenditure on science and technology and high-tech market competitiveness have a positive feedback effect on the synergy of the composite system,while the degree of regional openness has no significant impact on the synergy of the composite system.Then,according to the empirical results of analyzing the influencing factors of the synergy degree of the composite system,the paper puts forward three countermeasures and suggestions: strengthening the top-level design,strengthening the cultivation of high-tech industries,and establishing a reasonable profit distribution mechanism between financial institutions and innovative enterprises,so as to improve the synergy degree of the composite system of science and technology finance and science and technology innovation,so as to make science and technology finance better.It drives regional innovation and development.
