With the "increasing capability of independent innovation and construction of innovation-oriented country" becomes the core of national development strategies, it is particularly crucial to enhance the role and status of regional technical innovation capability in regional development. However, because of historical and other reasons, obviously space imbalance exists in technological innovation capability between regions. The scientific measure of space difference between technological innovations and the proclamation of its cause are very important to enhance the practice of regional technological innovation capability.Firstly, the correlative technological innovation theory is interpreted and the basic content of the technological innovation capability on the basis of recent study at home and abroad is proclaimed. Secondly, based on the evaluation index system of technological innovation capability at home and abroad, the technological innovation capability of 31 provinces and cities in China is analyzed by principal component analysis and cluster analysis. Furthermore, the paper points out that the spatial distribution of China's technological innovation capability highly concentrated in the few eastern provinces, and there exists a gradient descent among the eastern, central and western areas. Besides, with the entire and partial spatial autocorrelation analyses, the paper draws a conclusion that technological innovation capability in China is mainly high-high accumulation or low-low accumulation, which shows positive spatial dependence. Finally, by adding spatial variables to the general regression analysis, spatial lag model and spatial error model are used to analyze the impact factors of China's technological innovation capability. And the conclusion is as follow: industrial structure can strongly promote the development of the technological innovation capability; The level of regional economic development and the level of urbanization is not a significant role in promoting the technological innovation ability, and it shows repeated fluctuations; Besides, there has a negative correlation between the development of higher education and technological innovation capability and there be a downward trend.
