Research On The Paths Of Improving The Efficiency Of Financial Poverty Alleviation In Luoyang City

Financial poverty alleviation plays a vital role in ensuring the establishment of a well-off society in all respects in 2020.In recent years,the state attaches great importance to financial input in poverty alleviation and actively improved the development policy of financial poverty alleviation.However,the low efficiency of financial poverty alleviation funds in practice restricts the rapid development of poverty alleviation to some extent.In addition,the financial poverty alleviation fund investment system is not perfect,the fund supervision mechanism is not sound and so on,these questions also hinders the healthy development of the financial poverty alleviation.Therefore,the new ways need to be explored to ensure that the financial poverty alleviation work be carried out well and rapidly.Taking Luoyang city as an example,DEA model is used to empirically analyze the efficiency of financial poverty alleviation in Luoyang city,and on this basis the specific paths of financial poverty alleviation in Luoyang city are put forward in this thesis.This thesis is divided into six chapters: the first chapter is introduction,the research background,significance,status,content,methods and innovations of this thesis are introduced.The second chapter is the definition of the connotation of financial poverty alleviation and the explanation of its mechanism.The concepts of poverty,poverty alleviation and financial poverty alleviation are defined,and the status,role and mechanism of financial function in poverty alleviation are explained.The third chapter is the summary of the development process of financial poverty alleviation in Luoyang City.The development process of financial poverty alleviation in Luoyang city is sorted out and summarized from five stages,including relief type poverty alleviation,institutional reform to promote poverty alleviation,large-scale development-oriented poverty alleviation,poverty alleviation in 1987,and poverty alleviation and development in the new stage.The fourth chapter is the analysis of DEA efficiency of financial poverty alleviation in which DEA-BCC model is used to analyze empirically the poverty alleviation efficiency of Luoyang City.Analysis results show that: the efficiency level of financial poverty alleviation in Luoyang City is higher overall,However,there are still some problems such as insufficient implementation of the financial poverty alleviation policy,unreasonable allocation,use,management,performance level and investment structure of the financial poverty alleviation funds.The fifth chapter is the promotion paths of the efficiency of financial poverty alleviation in Luoyang City,which includes Luoyang improving the ways of using and managing the financial poverty alleviation funds;improving the system for evaluating and supervising the performance of government funds for poverty alleviation;improving the financial support system for poverty alleviation.The sixth chapter is the conclusions and policy recommendations: accurately docking financial poverty alleviation funds and improving the efficiency of financial poverty alleviation funds;establishing a fund allocation management system that combines incentives and constraints;improving the supervision and supervision mechanism for financial poverty alleviation;improving the financial support system,and building a mechanism to prevent poverty.
