Research On Risk Management Of Project Financing

The CPC Central Committee and the State Council have clearly proposed that to vigorously implement the strategic plan for rural revitalization.The key to rural revitalization is to solve the rural poverty.Eliminating rural poverty and realizing the common prosperity of the whole nation are determined by the basis of Chinese national conditions.China has high priority to the work of "agriculture,country and farmers" and strengthens the financial policy of supporting agriculture.Financial support for agriculture is the most important funding source of rural poverty reduction.Adjusting and optimizing fiscal support for agriculture and improving the poverty reduction effect of financial support for agriculture which are the major historical task for China in building a moderately prosperous society and socialist modernization.Which are also the main task of the state finance support for agriculture during the "13th Five-Year Plan" period.This article aims to focus on the poverty situation in the poor counties and districts of North Sichuan province(Qinbashan area),and analyze the current poverty situation,the root causes of poverty and the results of poverty reduction in zhaohua area within the actual situation of zhaohua area,and provide some reference for poverty reduction in other poor areas.Exploring the effects of poverty reduction on rural and poor farmers in different types of financial policies and investment in agricultural subsidies,agricultural production,rural public services,special poverty alleviation,infrastructure development,and ecological environment in Zhaohua District by means of an in-depth analysis of the basic situation in Zhaohua District,the poverty situation,the scale of fiscal revenue and expenditure in 2013-2017,the type,total amount and structure of fiscal funds support for agricultural,the main ways for fiscal funds support for agricultural to reduce poverty,and the effect of poverty reduction.The result shows that financial support into agricultural is an important means of reducing poverty in poor areas.The funds in agricultural production,special poverty alleviation and infrastructure have played a direct role in reducing poverty in the region,and the growth of agricultural GDP is conducive to the role of poverty reduction.Financial subsidies have played a direct role in reducing poverty among poor households,and public services in rural areas have played an indirect role in reducing poverty among poor households.These have eased the pressure on farmers to spend on education,medical care and old-age care,and improved their spiritual and material guarantee.However,there are still some problems,mainly in the following: on the one hand,the effect of financial support for agricultural investment needs to be further improved.It is necessary to further increase the performance management of financial support for agricultural expenditures,and enhance the accuracy and effectiveness of financial investment in supporting agriculture,and raise utilization of financial support for agricultural.On the other hand,due to the influence of Zhaohua District's own financial resources,the financial funds investment depends on higher financial authority subsidies excessively,which reduced the effectiveness of poverty reduction.The poverty reduction effect of environmental protection funds is more permanent,and it will bring opportunities for the development of rural areas which is based on the implementation of the rural revitalization strategy and the situation of natural resources in Zhaohua District.Finally,putting forward some improvement measures and suggestions to these problems: improving the policy of agricultural subsidy,and promoting the low income people to increase production and increase income,and increasing the development of agricultural industrialization and expanding the channels for farmers to increase their income;increasing investment in rural social undertakings and improve the quality of farmers' life;increasing special poverty alleviation efforts to alleviate overall rural poverty;increasing rural infrastructure and improving rural conditions;strengthening the integration and raising utilization benefit of agricultural support funds.
