The Study On Efficiency Of Fiscal Expenditure On Supporting Agriculture For Poverty Reduction In Hebei Province

Poverty is a major social problem that must be solved in the process of the modernization for developing countries and an important task for our country in building socialism with Chinese characteristics in order to achieve common prosperity for all.It is not only the issue of market efficiency,but also the fair distribution of income.In our country,as the main body of allocation of public resources,the government has been playing its public role in reducing poverty.Our country got remarkable achievements in reducing property since the government started the special program of poverty reduction in 1984 for the first time and started poverty reduction,but it still faces severe challenges.In actual poverty reduction work,finance has always been an effective means of optimizing the allocation of resources and reducing poverty on a broad scale.The government has been using this to achieve policy preferential treatment by adjusting the size and structure of expenditure and amending the initial wealth of society,that is,narrow the gap between rich and poor.The full article contains the following structure: the first chapter introduces the research background,the significance,the current domestic and foreign status of the topic,under which determined the methods of the paper;the second chapter is the relevant concepts and the theoretical basis for poverty reduction,firstly it defines the basic concept of the article from poverty,poverty reduction and the finance support,secondly it summarizes the theoretical basis from the public product theory,the public finance theory,the government intervention theory and the external effect theory;the third chapter firstly defines the overall poverty from the distribution and the degree of the rural poverty of Hebei province,secondly it discusses the cause the rural poverty,and finally in combs the poverty measurement according to the statistical data using FGT index and provides foundation for the article,and then it analyzes the current situation of the fiscal expenditure on agriculture of poverty reduction;the forth chapter summarizes the agriculture input from the finance support agriculture input characteristics,structure features and regional characteristics;the fifth chapter is an empirical analysis of the effect on poverty reduction;the sixth chapter puts forward relevant policy suggestions according to the conclusion of the article.On the basis of theoretical analysis,this paper conducts an empirical study by constructing a model.The results show that the scale of financial support for agriculture is significant for the reduction of rural poverty in Hebei Province.The expenditure on rural capital construction in the financial supported agriculture structure,supporting rural production expenditure and rural relief poverty reduction effect is remarkable,and forestry,forestry,water conservancy and meteorology and other departments and three agricultural science and technology costs on rural poverty reduction effect is not significant,and also failed to enter the regression equation of the model.
