Research On The Management System Innovation Of Xi'an National Civil Space Industry Base

Since the establishment of the economic and Technological Development Zone since the reform and opening up,it has become an important force to boost regional development and strategic planning,promote industrial optimization and structural adjustment.With the comprehensive deepening of the economic development and the formation of the new economy,the dominant advantage of the development zone is gradually weakened by the development of preferential policies,and the management system of the development zone faces many new problems and contradictions.Therefore,it is of great theoretical and practical significance to innovate research on the management system of the economic development zone.Because of the rise of the new public service theory and its wide application in the practice of building a service-oriented government,how to introduce the new public service theory into the research of the management system innovation in the Development Zone,thus the upgrading of the management mode of the Development Zone,and the promotion of the management level and the management benefit of the Development Zone,which is both a theory and the reality.Effective exploration is also an urgent problem to be solved in the development of economic and social development zones.This paper studies the related contents of the development zone and the new public service theory,and discusses the concept of the Development Zone,the connotation and characteristics of the management system of the Development Zone,the necessity of introducing the new public service theory into the management system of the Development Zone,and the development and evolution of the establishment of the Development Zone,the position of the industry,the important position and the management system.The basic status of Xi'an national civil space industry base management system is expounded,and the problems existing in the management system of the Xi'an space base are analyzed:the macro level has the shortage of system design,the rapid change of the policy environment,the balance of the main interests,and so on.The micro level has the low service ability of the management committee and the function of the intermediary service.The causes of the management system of the Xi'an space base are analyzed,such as the lack of relevant laws in the Development Zone,the failure of the coordination mechanism within the managementcommittee,the management concept and the low experience level,and the Xi'an space base is put forward by reference to the content of the management system in the development zones at home and abroad.The objectives,principles,path selection and safeguard measures for the reform and innovation of the management system.Through systematic analysis and research,this paper believes that the rule of law,efficiency,responsibility,people oriented,public participation and so on are the value pursuit of the new public service theory to the public management,which are also the inevitable requirements for the innovation of the management system of the development zone.Therefore,the reform and innovation of the management system of Xi'an's civil space industry base should be constructed and explored from these aspects.Mainly: adhere to the principle of legality,competition and cooperation;to clarify the legal status of the management committee,straighten out the management function,innovation work concept,improve the public service capacity,improve the quality of operation efficiency,etc.,and strengthen the security level from the construction of the talent team,the reform of the financial and tax system,the optimization of the basic environment and so on.Only in this way can we better explore the solution path of the reform and innovation of the management system of Xi'an space base,and finally achieve the promotion of the comprehensive level and influence of the Xi'an national civil aerospace industry base.
